Colorado Parks and Wildlife (CPW) has reviewed the plans for the Foursquare at Sterling ranch PUDSP Amendment (Sterling Ranch East Fil 8) in El Paso County. Colorado Parks and Wildlife (CPW) is familiar with the site and has previously commented on the overall Sterling Ranch project area. Therefore, CPW would defer to those previous comments. CPW anticipates that this project's impacts on the wildlife resource would be negligible if our previous comments are taken into consideration. We appreciate being allowed to comment. BFFRPD (Black Forest Fire Rescue Protection District) has reviewed the proposed project. To our understanding this file is just to modify the previously approved FourSquare project under a new name (Sterling Ranch East Filing 8. As long as as previous plans in regard to water supply is not changed or amended, BFFR has no comment due to this project being served by central municipal water system. As stated before our recommendation is that it must meet and comply with EL Paso County standards, IBC 2021 and IFC 2021 standards. The fire flow required must meet El Paso County’s adopted Land Development Code (LDC), Engineering Criteria Manual (ECM), adopted International Fire Code (IFC), and all other adopted codes, provisions, or statutes that impact fire safety to include access/egress, water supply, hardening of structures, addressing, fire protection systems, etc. Be advised that BFFRPD does not maintain or test fire hydrants. The metro district or water district are responsible for the maintenance. |

The proposed increased in the estimated water demand is less than 10% (from 50.73 AF/year to 55.69 AF/year in the current documentation. Please amend request on LOI and application form : amends the Letter of Intent to request approval of a change in water supply pursuant to LDC § 8.4.7 (E). The available referral documents include a Soils and Geology Study, Sterling Ranch East – Filing No. 8 (Entech Engineering, Job No. 220572, August 27, 2025), PUD Development Plan and Preliminary Plan (Classic Consulting, July 17, 2025), Letter of Intent (N.E.S., Inc., August 2025), and other documents. As noted on page 1 of Entech’s report, the hazards identified on this site include artificial fill, hydrocompaction, potential for expansive soils, erosion, potentially unstable slopes, and seasonally shallow groundwater areas. Additionally, Entech’s Geology/Engineering Map (figure 6) separates the site into the following: potentially unstable slope (pu) and hydrocompaction (h). Entech makes appropriate preliminary recommendations for mitigating the site’s hazards. Provided Entech’s recommendations are strictly adhered to, CGS has no objection to approval. We offer the following comments and recommendations. 1. In the test borings drilled for Entech’s study, groundwater was encountered at 7 and 14.5 feet below grade during drilling, and Entech observed standing water to the south of the site at the northwest corner of future Briargate Parkway and Sterling Ranch Road. Entech states (page 4), “The proposed housing will have crawlspaces.” Additionally, the PUD development plan states, “No basements are proposed within this subdivision.” This statement should be included in plans/plats going forward. 2. Page 8 of Entech’s revised report states, “A minimum separation of 3 feet between components and groundwater levels is recommended…Subsurface perimeter drains are recommended for structures with any crawlspaces or useable space below grade.” As individual underdrains are typically tied to the storm sewer system or underdrain system that gravity discharges to a daylight outfall, CGS recommends that underdrain systems be designed early in the design stage and noted on the plans. No drawings were included with the current referral documents showing an underdrain system. An underdrain system should be allowed ONLY if it can gravity discharge to a daylight outfall or is connected to an existing underdrain system that gravity discharges to a daylight outfall. 3. Entech identified areas containing potentially unstable slopes, but states on page 9, “These areas will likely be regraded during the site development.” Once final grading is complete, Entech should review the grades to verify that these areas will be mitigated; otherwise, appropriate setbacks from unstable slopes should be designated and included in the project plans. Academy District 20 is in receipt of File #PUDSP256 for approval of the Foursquare at Sterling Ranch PUDSP Amendment (Sterling Ranch East Fil 8). Academy District 20 is requesting land dedication in lieu of fees for all residential units within the Sterling Ranch development per the approved agreement between the District, El Paso County, SR Land, LLC and Classic SRJ Land, LLC. The District is experiencing ongoing residential development. The District gained approximately 12,000 new residential units between 2018 and 2024 which included 5,278 Single Family, 1,156 Single Family Attached, and 5,576 Apartments as reported to the District by local developers. During that same timeframe, the District only experienced a total membership increase of 138 students. This information is updated annually in October A drop in the birth rate plus the significant increase in the cost of housing has slowed student growth in the District.
