Please upload a Water Supply Information Summary that breaks down the irrigation and watering of livestock separately. Please update the WSIS and Water Resources Report to name the same water source (aquifer). Currently they conflict. | 9/18/2025 11:08:05 AM | |

Soils and Geology Report. Because the document submitted had live signatures, the document can not be marked up or returned. On your next submittal you will have to make certain the document is not protected. The wrong parcel sized is used in the document. Provide a map which shows potential building sites and two OWTS sites per lot. Provide a map showing the areas of all hazards and constraints. |

Colorado Geological Survey
9/11/2025 10:21:39 AM |
As requested by the county (email, August 22, 2025), the Colorado Geological Survey (CGS) has reviewed the submittal (File SF2525, located at 39.0097, -104.7322). Documents for our review included a Plat Drawing (Eagle Land Surveying, Inc., July 25, 2025), Letter of Intent (Whitehead Engineering, LLC, undated), Soils and Geology Study (Entech Engineering, August 15, 2025), and other documents. In the soils and geology study, Entech identifies potentially expansive soils, seasonally wet and potentially seasonally wet areas, areas of erosion, areas of downslope creep, potentially unstable slopes, and the potential for elevated radon levels in their geologic interpretation. Entech’s characterization of the geology and geological hazards within the site is valid. We offer the following comments and recommendations. 1. Entech reports evidence of shallow groundwater in Test Pit No. 2 at a depth as shallow as 4 feet. Entech states (page 3), “Groundwater is not anticipated to affect shallow foundations in the majority of the site.” However, basement feasibility has not been determined. CGS recommends a plat note that no basements are allowed unless the engineer provides site-specific data about any problems expected with groundwater fluctuations (Engineering Criteria Manual (ECM) C.2 Geologic Hazards Report F. 5). A four-season monitoring program is a reliable way to determine groundwater fluctuations, as site-specific soil investigations are typically limited to data from the month of drilling. 2. The site does not contain a designed FEMA floodplain; however, a tributary of Kettle Creek and several minor drainage swales were observed within the site, and Entech observed water during their site investigation. We agree with Entech (page 8), “Due to the size of the lots these areas can either be avoided, or regraded and redirected around proposed structures or proposed soil treatment area.” An erosional setback (minimum of 30 feet) should be established for drainages and noted on the plat. 3. A plat note referencing Entech’s report and listing the geologic hazards/constraints and mitigation measures should be included in the plat. 4. The geologic conditions at this site will require some mitigation, as discussed by Entech. Entech recommends (page 5) “A minimum 30-foot setback is recommended from the crest of the potentially unstable slopes.” This setback should be shown on the plat. Enumerations has the following comments: 1. Submit a copy of this plat to Enumerations for address assignment. Once addressing is returned to the applicant, the addresses need to be added to this plat. 2. A preliminary review of this plat indicates that there should not be a need to change the address of the existing residence, however, a major change to this plat may make an address change necessary. 3. Enumerations will review the mylar prior to recording for addressing, title block and street names. An Enumerations fee of $60 (for 6 new addresses, no fee for the existing address) will be due at the time of mylar review. 4. Enumerations will not approve any building plans submitted for the new lots without a copy of the final recorded plat in our records. Academy District 20 is in receipt of File #SF2525 for approval of the Lions Den Subdivision. The District is requesting fees in lieu of land dedication per the existing County Code for all residential units within this development. The District is experiencing ongoing residential development. The District gained approximately 12,000 new residential units between 2018 and 2024 which included 5,278 Single Family, 1,156 Single Family Attached, and 5,576 Apartments as reported to the District by local developers. During that same timeframe, the District only experienced a total membership increase of 138 students. This information is updated annually in October. A drop in the birth rate plus the significant increase in the cost of housing has slowed student growth in the District. The District is able to serve each student who is a resident of District 20. Black Forest Fire Protection District

**Comment to Developer – Fire Protection Requirements for Lions Den Subdivision** Thank you for submitting the Fire Protection Report for the Lions Den subdivision. After review, we have the following comments and required clarifications to ensure compliance with the El Paso County Land Development Code (LDC), the International Fire Code (IFC), and fire authority requirements: 1. Water Supply – NFPA 1142 Compliance Required Per **Section 6.3.2(C)(1)** of the El Paso County Land Development Code, when a municipal or pressurized water supply is not available, the development is required to provide water supply in accordance with **NFPA 1142: Standard on Water Supplies for Suburban and Rural Fire Fighting**. The current report does not include a compliant water supply plan. Please submit an engineered plan that includes: * Fire flow calculations based on NFPA 1142 Section 4.6 (use the largest planned residence as the design basis), * Required volume of water per residence, * Proposed cistern size(s), location(s), construction standard (buried or above ground), and access, * Alternative plan (if proposed) for water tender shuttle operations including road access, fill and dump sites, turnaround areas, and operational strategy. **Note**: At a minimum, cisterns should meet the calculated fire flow volume with a 30-minute supply duration, and must be accessible year-round to fire apparatus. 2. Fire Code Reference Update** The report references mitigation requirements based on the 2009 IFC, but the currently adopted code by Black Forest Fire Rescue Protection District and the Pikes Peak Regional Building Department is the 2015 International Fire Code. Please update all citations and mitigation requirements to reflect the 2015 edition unless otherwise approved by the Fire Code Official. 3. Emergency Access Clarification** Please confirm that all access roads and driveways meet the requirements of **IFC Section D103**, including: * Minimum width of 20 feet (unobstructed), * Vertical clearance of 13 feet 6 inches, * Adequate turnarounds for apparatus >30 feet in length, * Roadway surface sufficient for all-weather emergency access. If any driveways exceed 150 feet in length, additional turnout or turnaround provisions may be required. 4. Fuel Loading and Risk Zone Identification While the report describes the vegetation as “forested with pine trees,” please identify the **fuel model**, WUI risk classification, and whether the parcels fall under a designated **Community Wildfire Protection Plan (CWPP)** area. This will help validate the wildfire mitigation methods proposed. |
