Enumerations has the following comments: 1. Note 3 shows the FIRM panel as 08041C035G. It should be 08041C305G. 2. The existing residence will retain the existing address for Lot 5. 3. The access easement for lots 3,4, 6 and 7 should be a named private street. Submit a list of proposed street names to Justin Annan (jannan@eptc911.org) and Glenn West (gwest@eptc911.org) for approval. Once a street name is approved, it needs to be added to this plat. 4. Once the private street name is approved, the applicant should submit a copy of this plat to Enumerations for address assignment. Once addressing is returned, the addresses need to be added to this plat. 5. Enumerations will review the mylar prior to recording for addressing, title block and street names. An Enumerations fee of $10 will be due for each lot to which a new address is assigned. BFFRPD (Black Forest Fire Rescue Protection District) has reviewed the proposed project. Of concerns for BFFRPD operations are the fire department access and fire protection water supplies. El Paso County is the Authority Having Jurisdiction (AHJ) that will determine the requirements for cistern and specifications for access/egress. Per BFFRPD, Fire Protection Cisterns or natural water supplies shall be provided in: subdivisions of 5 or more lots and commercial/industrial developments where there is insufficient public and/or private water supply to meet minimum fire flows required by NFPA 1141, 1142 and reference standards of those publications. The applicant states that there are multiple "hydrants" available, which is not true. The "hydrant" labeled on Haes Haven is a fire cistern and was constructed for the Providence Point Estates subdivision, while the second hydrant is in a field with no access to serve the proposed lots. The Fire Protection report states that specific hydrant is 1,900 feet away which is not the distance by roadway (driving). The hydrant is in a field which is inaccessible by fire apparatus. If the applicant would like to communicate with that responsible water district (Cherokee Metropolitan District) to inquire about serving the proposed subdivision, BFFRPD would like be a part of that planning. Having the water district serve the proposed lots by a municipal water system would be beneficial for both the applicant and the future citizens that would occupy those lots. Additionally, all structures and street signs need to comply with PPRBD, EL Paso County standards, IBC 2021 and IFC 2021 standards. Our recommendation is the applicant demonstrate full compliance and conformance with El Paso County’s adopted Land Development Code (LDC), Engineering Criteria Manual (ECM), adopted International Fire Code (IFC), and all other adopted codes, provisions, or statutes that impact fire safety to include access/egress, water supply, hardening of structures, addressing, fire protection systems, etc. It is recommended that the applicant submit a comprehensive fire protection report from a qualified fire protection engineer that is licensed as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers to demonstrate conformance to all requirements. The current Fire Protection report is not completed by a PE-licensed individual. Furthermore, the District does not support any waivers or variances that negatively impact any fire safety provisions including access/egress, water supply, hardening of structures, addressing, fire protections systems, etc. |
