This was reviewed by the Airport Advisory Commision on 6/25/2025 and was approved with the below comments. Airport staff recommends no objection with the following conditions: • Avigation Easement: An avigation easement is requested or provide proof of previous recording (book/page or reception number). • FAA Form 7460-1: If use of equipment (permanent or temporary) will exceed height of current building height at this site, the applicant is to file an airspace evaluation case with the Federal Aviation Administration (FAA) and provide the results to the Airport before the commencement of construction activities; FAA’s website (https://oeaaa.faa.gov/oeaaa/external/portal.jsp). Below are the instructions for an Avigation Easement: This property falls within the Colorado Springs Municipal Airport Overlay, an avigation easement is requested, to show proof of an avigation easement. 1. Refer to your title work and/or the existing plat(s) to see if there is an existing avigation easement. 2. If nothing is existing, the City would prefer that you dedicate the avigation easement via your re/plat. Please ask your Planner or refer to Planning’s checklist for that dedication language. 3. With this referral, we received the Letter of Intent (MVE, Inc., May 1, 2025), Plat Amendment (MVE, Inc., May 2, 2025), and other documents. The referral is for a Site Development Plan approval for the new Contractor’s equipment yard with a full-spectrum detention basin. Per Appendix C of the El Paso County Engineering Criteria Manual and Section 8.4.9 of the El Paso County Land Development Code, a geologic hazard study should be performed. Available geologic mapping (Geologic Map of the Elsmere 7.5 Quadrangle, Madole, R.F., and Thorson, J.P., 2003, CGS OF-02-02) indicates that the site soils are Artificial Fill and Younger Eolian Sand. A designated FEMA floodplain is also associated with East Fork Sand Creek to the east of the site as determined by the Flood Insurance Rate Map (FIRM) (Map Number 08041C0754G, December 7, 2018). CGS recommends that a geologic hazards study/geotechnical report be performed that discusses the potential geologic hazards associated with the site (i.e., expansive soils, hydrocompactive soils, flooding, shallow groundwater, etc.). The possibility of flooding and ongoing erosion from the creek should also be evaluated for future development. Additionally, geotechnical considerations for the detention pond should be provided. El Paso County Parks and Community Services Department: The 2022 El Paso County Parks Master Plan does not show impacts to any COUNTY-OWNED parks, trails, or open space. However, there is a proposed City of Colorado Springs trail known as the East Fork Sand Creek Trail which is located on the subject parcel. It is recommended that the applicant should contact Emily Duncan (Emily.Duncan@coloradosprings.gov) or Constance Schmeisser (Constance.Schmeisser@coloradosprings.gov) at City Parks for their input on this project.
