EPC Parks staff has reviewed the SPECPSMP and is pleased with the inclusion of multi-modal transportation options in the two selected alignments' cross-sections, as well as the well-planned alignments that allow for critical trail connections in the future. The eventual construction of the South Powers Primary Regional Trail on either side of the extension will fulfill the 2022 El Paso County Parks Master Plan & Trail Master Plan goal of connecting the Fountain Creek Regional Trail and Clear Spring Ranch Open Space to those communities located in the Fountain Valley or southeast Colorado Springs. With the eventual connection of the Kane Ranch Regional Trail to the South Powers Regional Trail, trail users will be able to access Kane Ranch Open Space via multi-modal transportation options. Addition: Hanover Fire Protection District appreciates the opportunity to review this project and recognizes the potential transportation, mobility, and regional connectivity benefits the South Powers Extension may provide. As the project moves forward, the District would welcome continued participation in discussions regarding access control features, roadway modifications, interchange locations, utility corridor coordination, and traffic management measures that may affect emergency response operations within the Hanover area. The District requests that future planning and design efforts consider: • Emergency vehicle access and response routes to existing residences, businesses, critical infrastructure, and future development areas within the corridor. • The cumulative effects of transportation improvements and associated utility infrastructure on emergency response capabilities, responder safety, and access to incidents throughout the Hanover response area. • Potential impacts to local roadways utilized by emergency responders, including Hanover Road, Old Pueblo Road, Birdsall Road, Squirrel Creek Road, and other transportation routes that may serve as primary or secondary response corridors. • Stormwater, drainage, and erosion impacts that could affect roadway resiliency and emergency access during significant weather events. The District has observed flooding, roadway damage, and erosion within portions of this area and encourages consideration of measures that maintain reliable emergency access during and after major storm events. • Coordination regarding future crossings, interchanges, utility corridors, and access modifications to ensure emergency response agencies maintain effective access throughout all phases of project development and construction. Hanover Fire Protection District supports continued interagency coordination and believes early consideration of emergency response needs will help ensure the long-term safety, resiliency, and functionality of the transportation network serving this area. The District looks forward to continued collaboration as the project advances. |
