Addressing looks good, please see general Final Plat comments below: • Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block. • A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only). Addressing fee is $210.00 for 210 lots no tracts. • Pre-plat reviews should be reviewed in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures. The Rolling Hills Ranch site (38.9959, -104.5771) contains no geologic hazards or unusual geotechnical constraints that preclude the proposed residential use and density. The available referral documents include a Soils and Geology Study, Meridian Ranch - Rolling Hills Ranch North, Filings 1 and 2 (Entech Engineering, Inc., February 12, 2024), Subsurface Soil Investigation (Entech Engineering, Inc. (SSI), April 20, 2022), Final Plat (GTL, Inc., July 2024), Letter of Intent (N.E.S. Inc., September 2024), and other documents. Overlot grading was performed in 2022 for this site. Entech's reports contain valid descriptions of surface and subsurface conditions and make appropriate preliminary recommendations regarding site development. Provided Entech’s recommendations are adhered to and lot-specific geotechnical reports are performed, CGS has no objection to approval of the final plat. We offer the following comments: 1. Entech encountered groundwater at a depth of 16 and 17 feet in two test borings after drilling. Floor levels should be at least three feet (preferably 5 feet) above maximum anticipated groundwater levels and maintained year-round. 2. The Final Plat (Tech Contractors, September 2023) includes note 11, “Due to potential for high ground water in the area, all foundations shall incorporate an underground drainage system…maintenance and water rights are the responsibility of Meridian Service Metropolitan District.” Additionally, Entech states in the SSI (page 11), “Perimeter below grade drain systems should be anticipated for all structures with basements.” An underdrain system should be allowed ONLY if it can gravity discharge to a daylight outfall or is connected to an existing underdrain system that gravity discharges to a daylight outfall. Individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used as the sole mitigation of persistent shallow groundwater conditions. Colorado Parks and Wildlife (CPW) has reviewed the plans for the Rolling Hills Ranch North Filing No. 2 in El Paso County. Colorado Parks and Wildlife (CPW) is familiar with the site, and has commented on the overall Rolling Hills Ranch project area in the past, and CPW would defer to those previous comments. Based on the location and proposed actions, CPW anticipates that this project's impacts on the wildlife resource would be negligible if our previous comments are taken into consideration.
