1 Please make sure the estimated demand matches throughout all water documentation. At this time, the Water Supply Information amount is higher than the District Letter and Water Resources Report. 1 The El Paso County Conservation District has reviewed this and we have the following comments:

1) Erosion controls

We saw there were detailed plans for erosion control during construction and appreciate the applicants' efforts to mitigate erosion concerns during construction. However, many of their erosion control measures are less than our recommended amounts and we would like to see those updated. We would also like to see some of the following landscaping/water wise practices being used in landscapes areas.

A) Disturbed areas not being built on should be mulched and revegetated within 45 days of disturbance. Their plans have a seed mix in their erosion control plans that is suitable for temporary seeding of areas they plan to rework, but areas that are being permanently seeded need to be a mix of plant/grass species native and/or naturalized to El Paso County, unless it's to be landscaped with other plants.

B) Disturbed areas be either: mulched after seeding with weed-free hay or straw mulch at approximately 5,000 lbs per acre. Areas that are steeper and that require pinned mulch blankets should also be mulched at this rate as well, or more. We do approve of most physical erosion control methods listed in their grading/erosion plans.

C) Disturbed areas that are to be landscaped should be done within 45 days of construction being finished. For lawn areas, it is highly encouraged to add 1/2" or thicker layer of compost before seeding or sod installation in order to help with water retention so it is more water wise. For other landscaping, we encourage native, drought tolerant trees and shrubs, drought tolerant ornamentals that do not need as much watering, and use of drip irrigation for the most water wise practices. These should also have compost mixed in with the soil/back fill at planting to assist with water retention. All beds and areas around trees/shrubs should be mulched 2" deep with a woody mulch to prevent bare ground, which also helps with water retention and plant success.

D) For areas being replanted with natural grass, consider using the El Paso County Conservation District’s Native Shotgun Mix (available at EPCCD.org) for reseeding, which is well suited to soils present on this site and is comprised of 100% native and naturalized grass species.


If these measures are added to the project's plan, then the El Paso County Conservation District will be content with the applicant's commitment to soil conservation, watershed protection, and protection of the surrounding community.
