The site does not contain steep slopes, is not undermined, and does not contain, nor is it exposed to, any geologic hazards that would preclude the existing and proposed residential use and density. Per Entech’s Report (Entech Engineering, March 13, 2023), the geologic conditions that will pose constraints on the site include potentially seasonally wet areas, seasonally wet areas, and shallow groundwater. In addition, erosion is a geologic condition associated with the site soils. The Ellicott Consolidated drainageway traverses Lots 4 through 6 within the development; this drainageway is mapped as a FEMA Floodplain (Map Number 08041C0807G, December 7, 2018). Additionally, drainages/channels traverse Lots 1, 2, and 7 through 9. These areas are designated as a “No-Build Area Easement” on the Final Plat (Land Development Consultants, Inc., June 2, 2025). Entech mapped these drainages as “potentially seasonally wet area.” No improvements/construction should be performed within the floodplain or areas designated as “No-Build Area Easement”. Erosional setbacks should be established from the drainage/floodplain areas and noted in the plat. Entech states in their wastewater study, “Absorption fields must also be located a minimum of 50 feet from any drainages, floodplains or ponded areas and 25 feet from dry gulches.” Setbacks for absorption fields should also be noted in the plat. Additionally, groundwater was encountered in Entech’s borings at depths of 10 to 12 feet. Proposed floor levels should be at least three feet (preferably five feet) above maximum anticipated groundwater levels and maintained year-round. If basements are planned, CGS recommends that the county require groundwater monitoring/observation to verify that proposed floor levels are at least three feet above maximum anticipated groundwater levels and maintained year-round. This monitoring/observation program should be conducted immediately and/or before the installation of public infrastructure to determine if basements are feasible. CGS recommends no below-grade construction in areas with seasonal shallow groundwater levels within three feet of proposed floor levels. CGS recommends: 1. An erosional setback is established from the floodplain boundary (impacting Lots 4-6) and near the drainage channels. Erosional setbacks and setbacks for proposed absorption fields must be noted in the final plat. 2. If basements are planned, CGS recommends that the county require groundwater monitoring/observation to verify that proposed floor levels are at least three feet above maximum anticipated groundwater levels and maintained year-round. 3. Entech’s recommendations for erosion control measures (pages 6-7) must be incorporated during the design and construction of the lots. 4. Individual investigations for new building sites and septic systems should be conducted prior to construction. 5. Note 16 of the Final Plat correctly indicates the geologic hazards/constraints. 6. Note 28 of the Grading & Erosion Control Plans (Kimley Horn, March 14, 2025) should be updated to include Entech’s report (currently refers to an RMG report). 7.
