Colorado Parks and Wildlife (CPW) has reviewed the plans for the Sterling Ranch Sketch Plan Minor 4th Amendment in El Paso County. Colorado Parks and Wildlife (CPW) is familiar with the site, and has commented on the overall Sterling Ranch project area in the past, and CPW would defer to those previous comments. Based on the location and proposed actions, CPW anticipates that this project's impacts on the wildlife resource would be negligible if our previous comments are taken into consideration. The available referral documents include the Soil and Geology Study, Sterling Ranch – Sketch Plan Amendment #4 (Entech Engineering, Job No. 220571, Revised September 12, 2024), Sketch Plan Amendment (N.E.S. Inc., August 29, 2024), Letter of Intent (N.E.S., Inc., September 2024), Drainage Letter (Classic Consulting, undated), and other documents. As noted on page 1 of Entech’s Study, the hazards and constraints identified on this site include “artificial fill (constraint), hydrocompaction (constraint), collapsible or loose soils (constraint), unstable slopes (hazard), potentially unstable slopes (constraint), expansive soils (constraint), floodplains (constraint), shallow bedrock (constraint), seasonally shallow groundwater areas (constraint), potentially seasonal shallow groundwater areas (constraint), and areas of ponded water (constraint).” CGS has no objection to the amended sketch plan. Prior to approval of a preliminary or final plat, the geotechnical engineer should evaluate and comment on preliminary site grading and development plans. Entech indicates that these constraints/hazards can be either avoided or mitigated through site grading and construction practices. After it is developed, the grading plan should be evaluated to determine if it mitigates unstable slopes, shallow groundwater, or any other identified geologic hazard. The geotechnical engineer should also indicate where basement construction is not feasible due to shallow groundwater, where no-build lines will need to be drawn due to unstable slopes, and discuss the implementation of any other mitigation measures required for the geologic hazards and constraints identified at the site. Academy District 20 is in receipt of File #SKP241 for approval of the Sterling Ranch Sketch Plan 4th Amendment. Academy District 20 is requesting land dedication in lieu of fees for all residential units within the Sterling Ranch development per the approved agreement between the District, El Paso County, SR Land, LLC and Classic SRJ Land, LLC. The District is experiencing ongoing residential development. The District gained approximately 11,000 new residential units between 2018 and 2013 which included 4,595 Single Family, 1,040 Single Family Attached, and 5,612 Apartments as reported to the District by local developers. During that same timeframe, the District only experienced a total membership increase of 171 students. This information is updated annually in October A drop in the birth rate plus the significant increase in the cost of housing has slowed student growth in the District.
