Staff will require a more legible submittal for all documents associated with this project. Many of the documents are not to scale and are difficult to read. Due to the volume of comments , subsequent reviews will have additional comments and requested revisions.

For most of these documents, the next review will be the first review due to lack of information or not the correct documents staff needs to conduct a thorough review.

Review 1: There is not any needed for a EPC SW Permit (ie: ESQCP) or water quality treatment facility at this stage since no soil disturbances are being proposed. Therefore, EPC DPW Stormwater does not have any comments on this VR application.

If/when a single family home is built on the 2nd lot, a Builder's ESQCP (BESQCP) will be necessary.

6.3.3 (B) (4) Plat Notes Required. Notice of any wildfire mitigation issues or obligations may be required by the County through conditions of approval or notes placed on the face of the plat.
6.3.4 (B) (4) (d) Plat Notes Required. Notice of any forest health issues may be required by the County through conditions of approval or notes placed on the face of the plat.
This area is a light hazard wildfire urban interface area requiring the following:
9.14 m (30 ft) clearance.
Class A roof.
No portion of trees or other vegetation within 3.048 m (10 ft) of chimney outlets.
Trees within defensible space shall be pruned to minimize ladder fuels.

Fire Protection Notes
How will water for fire protection be provided? Monument fire does not adopt Appendixes B and C of the International Fire Code requiring water. The Land Development Code does require water which may be provided for either with a cistern or with a central water supply. Please detail which will be provided with the necessary calculations.
This site is in a WUI area per the CSFS map. This requires that mitigation and Class A roofing be in place. These notes must be added to the plat.
The access to the structures cannot be determined from the plans provided. It is unclear what the slop of the access is and if the 150’ requirement will be met per 6.3.3 C 3.
Risk Assessment Required. A wildland fire risk and hazard severity assessment shall be performed for all structures and groups of structures adjacent to wildland fuels.
Note what areas are low and high risk
When a subject lot, parcel, or tract falls within a wildland fire area, a wildland fire risk and hazard mitigation plan shall be prepared by a qualified professional.
The water supply cannot be evaluated as no information has been provided on this topic.
There are no exceptions listed in the LDC for not providing a water supply for fire protection.

The documents provided for water review must cover both the proposed new lot and the existing.

1. Please update the Water Supply Information Summary to provide the estimated demand for the subdivision as a whole, which includes both lots and all existing and anticipated use. Make sure to include the well permit number in section 10, as well as which aquifer the existing well draws from and any water court decree case numbers associated.
2. If one lot proposes use of an existing well, please upload information regarding well permits/water rights/Determinations or Decrees.
3. Please provide an updated Commitment Letter from the District. The commitment to serve exists for a period of one year from the date of the letter (May 8, 2024).
4. Pursuant to the El Paso County Land Development Code 8.4.7 (B) please upload a Water Resource Report for this subdivision. What is currently uploaded seems to the District’s Report.
5. Please upload a letter from the Colorado Division of Water Resources with a finding sufficient water.

1. Existing home address is 15220 Leather Chaps Drive & 495 Struthers Loop. Corner lots receive two addresses. This existing lot will still be replatted with two addresses. The new address for proposed lot 1 will be 505 Struthers Loop. Add all 3 addresses to the plat.
2.Will the access driveway running across lot 1 to lot 2 be removed? Please clarify the access to both lots.
3. In the intent letter the legal description is incorrect. The section is 36 not 365.
4. Will the accessory structure on proposed lot 1 remain or be removed? If it is to remain then an address change to keep it on the new lot will need to be completed. Is link to address change:

5. Standard Final Plat comments:
a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block.

b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only).

c. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures. Academy District 20 is in receipt of File # VR254 for approval of the Hancock Subdivision VR -Final Plat.

The District is requesting fees in lieu of land dedication per the existing County Code for all residential units within this development.

The Letter of Intent incorrectly stated that this property was served by Lewis Palmer school district. The property is actually within the boundaries of Academy School District 20.

The District is experiencing ongoing residential development. The District gained approximately 12,000 new residential units between 2018 and 2024 which included 5,278 Single Family, 1,156 Single Family Attached, and 5,576 Apartments as reported to the District by local developers. During that same timeframe, the District only experienced a total membership increase of 138 students. This information is updated annually in October.

A drop in the birth rate plus the significant increase in the cost of housing has slowed student growth in the District.

The District is able to serve each student who is a resident of District 20.
