The El Paso County Conservation District has reviewed this project and has the following comments: 1) Erosion Control and Soil Concerns Given this is an existing site that is being remodeled, the EPCCD has minimal comment on the topics of erosion and soil concerns. We only ask that when the parking lot is being removed, the applicant ensures that there are perimeter erosion controls such as silt fences and sandbags around stormwater drains should the ground be left unpaved for more than 7 days in order to prevent major soil erosion concerns into local drainages due to rain events. 2) Lighting and Migratory Bird Considerations The scale of the proposed lighting seems typical for this type of development; however, cumulative light pollution is a growing concern along the Front Range migratory corridor as many bird species migrate at night. For this reason, our partners with the Audubon Rockies and the Bird Conservancy of the Rockies support dark sky initiatives and strongly recommend reducing unnecessary nighttime lighting to be reduced or eliminated during the months of peak migratory surge (typically May and September). Due to this, EPCCD highly recommends: The applicant should implement an automatic lighting system that will either; reduce the number of outdoor lights that are on at night by at least 50% or dim all parking lot lighting by at least 50% lighting output of normal during nighttime hours that are outside of operating hours. This will also help reduce any light pollution that affects immediately adjacent, residential neighborhoods. If these measures are added to the project's plan, then the El Paso County Conservation District will be content with the applicant's commitment to soil conservation, watershed protection, wildlife, and protection of the surrounding community.
