The available referral documents include the Final Plat (Dakota Springs Engineering), Letter of Intent (IBT PIMA LLC, May 2024), Soil and Geology Study (Entech Engineering, Inc., Revised June 14, 2024), and other documents. The applicant desires to subdivide 57.49 acres into two lots; one will maintain the existing housing and out-buildings, and the remaining will include an open agriculture tract. According to the Letter of Intent, no buildings or new construction is planned. Entech’s characterization of the geologic hazards and constraints associated with the site is valid. Entech states (page 8), “The most significant problems affecting development will be those associated with the artificial fill, potentially expansive soils, hydrocompaction, seasonal shallow groundwater and shallow water areas that can be satisfactorily mitigated through proper engineering design and construction practices.” Since no new construction is planned, CGS has no objection to approval of the final plat. CGS offers the following comments. 1. The final plat should be updated to reference Entech’s June 14, 2024 report and the geologic hazards listed. 2. CGS agrees with Entech (page 8), “Final recommendations should be determined after development plans are available and additional investigation is completed.” Future improvements to either lot will require additional investigation, including test holes drilled within the site to observe the subsurface conditions, obtain samples for necessary laboratory testing, and observe/monitor groundwater conditions. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block. b. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures.
