Per Entech’s report (Entech Engineering, Inc., February 10, 2025) (p. 4), “The engineering geologic constraints/hazards identified on this site include potentially expansive soils, areas of potential seasonally shallow groundwater, and shallow bedrock.” Entech encountered groundwater subsequent to drilling at depths of 15 and 16 feet and states that “signs of seasonally occurring groundwater was observed in the test pits at depths 7½ feet, and groundwater was observed in TP-1 at 8 feet” (p. 3). Entech also states that “Groundwater is not anticipated to affect shallow foundations on the site.” Since no new construction is planned, CGS has no objection to approval of the final plat. CGS offers the following comments. 1. The final plat (Eagle Land Surveying, Inc., January 31, 2024) should be updated to reference Entech’s report and list all geologic hazards and constraints with applicable mitigation recommendations. 2. CGS agrees with Entech (p. 4 and 6) that “A minimum separation of 3 feet between foundation components and groundwater levels are recommended” and “Subsurface perimeter drains are recommended for any structure with a crawlspace or useable below grade spaces.” Please note that individual foundation perimeter drains are intended to handle only small amounts of intermittent water and should not be used to mitigate a persistent shallow groundwater condition. Future improvements to either lot will require additional investigation, including test holes drilled within the site to observe the subsurface conditions, obtain samples for necessary laboratory testing, and observe/monitor groundwater conditions. Basements should not be permitted unless a groundwater monitoring program is performed. 3. Entech’s recommendations should be strictly adhered to. This office needs more information before evaluation. Please upload (1) a Water Decree or Determination and, if applicable, a replacement plan/augmentation plan showing Applicant’s water rights under the property, (2) deeds showing ownership of those water rights if not decreed in the name of the current property owner, and (3) an updated Water Resources Report (WRR) meeting the requirements of Section 8.4.7. (B) of the Land Development Code and incorporating information from the water decree/determination. Additionally, the Water Supply Information Summary (WSIS) and WRR must definitively identify the source of water supply for each lot rather than propose alternatives. Finally, note that the WSIS does not identify an estimated demand for irrigation or stock watering. If no demand is proposed, those uses of water will be prohibited. This office will complete its review upon receipt of the above information and a letter from the Colorado Division of Water Resources. |

1. Where is the access easement to parcel 2? This should be made clear on the plat. 2. A preliminary address of 7378 Log Road (B) was given to the property owner in April of 2024. Plans has been approved with RBD for a new home and approved permit is pending. This address was provide with the intent that this parcel would remain as one and not be split. Since this is the not the case, a full separate address will need to be assigned therefore, the plan and permit address will need to change. The permit will be locked to have an amendment to the plans to be submitted as a “SPLICE”, to change the address. The new address to be placed on the amended plans and plat is 7392 N Log Road.
