In service 2027 Segment 5 of overall project. 105-199 feet tall poles, 950-feet between steel poles within 150 foot Electrical transmission ROW. Concrete batch plants are included.Public Service Company of Colorado (PSCo), a Colorado corporation conducting business as Xcel Energy, is seeking approval of a permit to locate and construct major facilities of a public utility (1041 permit) from El Paso County to construct and operate a portion of Colorado’s Power Pathway (Pathway) located in El Paso County. Pathway is a $1.7 billion investment to improve the state’s electric grid and enable future renewable energy development around the state. Pathway will increase electric reliability, boost the regional economy, and create jobs during construction. Pathway includes: • Installation of approximately 550 miles of new 345-kilovolt (kV) double-circuit transmission line in 12 counties; • Construction of four new electric substations (Canal Crossing, Goose Creek, May Valley, and Sandstone); and • Expansion, equipment additions, or equipment upgrades at four existing electric substations (Fort St. Vrain, Pawnee, Harvest Mile, and Tundra). Pathway will be constructed in five segments. Each new or expanded electric substation will serve as an endpoint for the transmission line segments: • Fort St. Vrain – Canal Crossing (Segment 1) • Canal Crossing – Goose Creek (Segment 2) • Goose Creek – May Valley (Segment 3) • May Valley – Sandstone – Tundra (Segment 4) • Sandstone– Harvest Mile (Segment 5) Pathway facilities proposed in El Paso County include 45 miles of 345-kV transmission line within Segment 5. The proposed route in El Paso County is generally oriented in a north to south direction in the area south of Simla, near the El Paso/Lincoln county line.

The Emergency Response Procedures provided is good information for after the substations have been constructed and are inservice. However, due to the rural area, limited day time staffing, and location in the prairie wildland interface (PUI) we need the emergency response procedures in the event of a fire during the construction of the power pathway. Please porvide us with the procedures if there is a fire at the worksite, fire fighting equipment and fire training of personell at the work site. We will require that an internal hot work permiting process be completed anytime there is hot work (Welding or Cutting) on site. During a burn ban (Stage-1) or red flag day we would require that a hotwork permti be submnitted to the fire department. If there is a stage - 2 burn ban inplace hot work will only be allowed on a case be case absis and special precautions will need to be taken. Also due to the long response times we would like to know your emergency medical plans for the work site. Note that the response times for ground ambulances could be well over an hour to reach your site. Please submit your emergency prevention and prepardnes plans . CDOT Utility Permits are required for installations in state highway rights-of-way and for highway crossings. Contact CDOT R2 Permits Unit. CDOT Access Permit and associated improvements are assessed based on the impact at the access to the highway not the only the highway. The percent increase in traffic cited in the Traffic Memorandum, dated April 2, 2024, only relates to highway volumes not access volumes. Increases in volume for accesses that is greater than 20% require an Access Permit as well as a change-in-use in terms of access operation, traffic volume and or vehicle type per State Highway Access Code §2.6. Each affected access to SH24 and SH94 needs to be evaluated. Please submit revised traffic analysis addressing each state highway access. |
