Development Services Engineering has the following comments -Final drainage report (dated August 2024): see comments on the drainage map regarding effects of drainage on offsite adjacent unincorporated El Paso County. -Traffic & Construction Documents 1. Identify the developers fair share contribution for future signal at Mesa Ridge and Spring Glen Drive intersection. County requests that the City include a condition of approval for the developer to escrow for the benefit of El Paso County. 2. The previously provided TIS identified exclusive southbound turn lanes at Spring Glen Drive and Mesa Ridge Parkway. Provide recommendations for the length of the exclusive turn lanes per ECM criteria. Additionally, construction documents for these improvements are required to be submitted for review and approval by EPC. Staff requests that the City include a condition of approval for the developer to submit CD's for improvements to Spring Glen Drive and Mesa Ridge Parkway. 3. Review 2: EPC DPW Stormwater has the following comments: - Please provide a Jurisdictional Control MS4 letter stating the entire project will be permitted under the City of Fountain’s MS4 permit and not the El Paso County MS4 permit. Otherwise, the work within the County will need to be permitted through the County and an ESQCP will be needed. If there are any questions on MS4 permitting, please reach out via my email listed below. - In the SWMP Maps please clearly label where the City of Fountain and El Paso County jurisdiction boundary line is. - During the initial phase of the GEC Plan, both TSBs outfall to the property line, how will the concentrated flows be mitigated at these outfalls? Development Services Engineering has the following comments: Drainage: 1.Address the need for drainage easements on the Glen at Widefield property to the south of pond DF-8. Please provide correspondence from the downstream owner (Glen at Widefield Metro District) that an easement will be granted as Pond DF-8’s emergency overflow is directed to the districts Tract. 2. Provide emergency overflow spillway design/analysis for Ponds DF-5 and DF-8. Provide analysis of the swale that will convey the emergency overflow to the east toward Marksheffel. Provide analysis (City DCM Ch6 section 12) of the emergency overflow path of Pond DF-5. Identify whether Spring Glen Drive is intended to convey this flow downstream and whether it has capacity to do so. Concern is the existing homes/lots along this overflow path. Traffic/Transportation 1. Identify the developers fair share contribution for future signal at Mesa Ridge and Spring Glen Drive intersection. County requests that the City include a condition of approval for the developer to escrow for the benefit of El Paso County. 2. TIS identifies exclusive southbound turn lanes at Spring Glen Drive and Mesa Ridge Parkway. Provide recommendations for the length of the exclusive turn lane per ECM criteria. Construction Documents 1. Work in the ROW permit will be required for work at Spring Glen Drive. 2. Identify the taper at the tie-in to the existing Spring Glen Drive. Per ECM table 2-29 a redirect taper of 20:1 is required. 3. Label the sidewalk width on Spring Glen Drive within the County ROW (5 ft. per County standard detail for residential collector roadways). 4. Coordinate with Lorson Ranch developer for intersection improvements to Marksheffel and Lorson Blvd as well as City of Colorado Springs as they have obtained ownership and maintenance responsibilities of Marksheffel Road. Stormwater engineer comments are pending. ESQCP permit may be required as developments flow is entering the County’s storm system. reviewed by Daniel Torres danieltorres@elpasoco.com |
