Falcon Marketplace - UBSC GWMD comments on final plat 1. The UBSCGWMD is charged with sustainable management of the critical groundwater resource in the underlying Black Squirrel alluvial aquifer. The District is concerned that the documentation for this project does not include any information /data on groundwater. The Black Squirrel aquifer is acritical groundwater resource. In this area is the aquifer recharged by precipitation and snowmelt. This recharge is critical for maintaining sustainable flow downgradient in the Black Squirrel alluvial aquifer. Data should be presented regarding the depth to groundwater at multiple locations across the 37 acre property. 2. The potential occurrence of shallow groundwater beneath the proposed development presents geotechnical problems. Construction of the development may perturb the groundwater flow system and could alter the flowpaths and the spatial recharge pattern. This needs to be considered before construction proceeds. 3. Diversion of storm water to Black Squirrel Creek will prevent or modify recharge to the underlying Black Squirrel. Again, this may perturb the groundwater flow system and impact downgradient groundwater users. |

El Paso County acknowledges the receipt of this design to reduce the hydrostatic pressure occurring on the outside of the 96" pipe in question. While this may totally eliminate the water from entering at the joints, the water will still run through the pipe and the life expectancy of the pipe is reduced with no real measurable way to quantify the reduction of life. Acknowledgement of these vales by EPC is not an approval to pipe subsurface water into a storm drain system. Approval from the appropriate groundwater authority is still required. The bedding stability and compaction should be evaluated during the valve install process to assure that the bedding has not been compromised. El Paso County will not accept ownership and maintenance of this facility. This will require a maintenance agreement to submitted to the County. Comment by E. Nijkamp |

Please Modify the light pole design to be compliant with the Land Development Code. The height limit for fixtures is 20-feet. A variance would be required to exceed the height as identified in Chapter 6, 6.2.3 Section of the Land Development Code. A hardship would need to be identified to the Board of Adjustment. An EA ($427.00) is required to initiate that application. a non-refundable fee of $1050.00 is required for a BOA hearing, which meets once a month. Staff does not support the height variance due to the residential development to the west, north, and east. Please modify all plans, including site development plans to be compliant with the Code. The Upper Black Squirrel Creek GWMD does not have any issues with the plan but does have concerns regarding the detention ponds and holding water that is recharge to the alluvial aquifer of the Upper Black Squirrel Basin. How will this water be released for recharge and how do you avoid holding water for over 72 hours which is what is allowed? Will there be under-drains? Regarding a request for approval of a final plat for Falcon Marketplace, Enumerations has the following comments: 1. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. A $10 per lot/tract addressed fee will be due at the time of mylar review. 2. Provide a copy of the final recorded plat for our records. Enumerations will not approve any building plans submitted without a copy of the final recorded plat in our records. Floodplain has the following comments: 1. New FEMA FIRM panels recently became effective for El Paso County. The floodplain statement should be updated to show the new information: panel 08041C0575G with an effective date of December 7, 2018. 2. Per Regional Building Code, this plat cannot be recorded until the effective date of the LOMR removing this parcel from the floodplain. 3. Contact Floodplain Administrator Keith Curtis (keith@pprbd.org, 719-327-2898) with any questions or concerns regarding compliance with floodplain code.
