The billboard must have a CDOT Outdoor Advertising Permit. If the billboard has CDOT Outdoor Advertising Permit and is a conforming advertising device, it would be eligible for conversion to a CEVMS (changeable electronic variable message sign). They applicant will need to submit a CDOT CEVMS Conversion Application. For CDOT OA Permitting, contact: Anthony Lovato, P.E.
