Bent Grass Commercial Metropolitan District Service Plan

Description

The Bent Grass Commercial Metropolitan District is intended to provide the public improvements necessary for the development of a project in unincorporated El Paso County known as “The Markets at Bent Grass.” The primary purpose of the District will be to finance the construction of these public improvements, as well as to provide ongoing services and maintenance for open space, drainage facilities, and roadways. The parcels proposed for inclusion in the Bent Grass Commercial Metropolitan District (“New District”) are currently within the service area of the Bent Grass Metropolitan District (“BGMD”). Evergreen and BGMD have agreed in principle to terms of exclusion (Term Sheet for Exclusion approved by BGMD board on May 5, 2026) and are currently documenting an Exclusion Agreement. BGMD intends to consent to the formation of an overlapping district, with the expectation that the parcels will be excluded from BGMD immediately following the formation of the New District. 60 Combined Max Mill Levy , 45 Commercial Mill Levy, 15 O and M Mill, and zero Special Purpose; Max debt 25 million
