- I was told by Mr. Bret Dilts of EPC – Engineering, that there is a piece of land at the Northwest corner of the site still not owned by the Developer (the church), please explain.

The applicant must upload the revised and missing items indicated below with his/her resubmittal:

The next submittal is considered the 1st submittal due to the extent of comments.

FYI:

1. P252: Rezone was approved, project site is not incorporated, EPC has jurisdiction (Palmer Lake has no jurisdiction).
I was told by Mr. Bret Dilts of EPC LD – Engineering, that there is a piece of land at the Northwest corner of the site still not owned by the Developer (the church), please provide status.
2. Assuming approval: Three Access Permits will be issued to the site after the building Plans are approved.
3. The project site is located outside the floodplain limits.

1 CORE has existing overhead electric facilities located on the subject property. CORE intends to maintain its existing utility easements and facilities unless the applicant requests modifications in accordance with CORE's current extension and relocation policies.

At this time, CORE does not support approval of the Preliminary Plan or Landscape Plan as submitted. Significant revisions will be required to bring the plans into compliance with the requirements outlined in the CORE Builder Handbook.

The applicant must revise the proposed utility easements and any overlapping El Paso County Public Improvement Easements to ensure compatibility with CORE's facility requirements. In addition:

Proposed grading within utility easements shall not exceed 15% slopes.
Fire cisterns and similar facilities shall not be located within utility easements.
A 15-foot-wide utility easement will be required along County Line Road.
The proposed decorative wall may not encroach into any required utility easement area.
Utility Easement Requirements
Standard Easement Configuration

The submitted Typical Lot Standards and setback information must be revised to comply with CORE Electric Cooperative's minimum utility easement standards as follows:

Rear Lot Easement

A minimum 10-foot-wide utility easement shall be dedicated along the rear property line of each lot.

Corner Lots

A minimum 10-foot-wide utility easement shall be provided along the adjacent roadway right-of-way.

Side Lot Easements

Each lot shall provide a minimum 5-foot-wide utility easement along at least one side lot line, preferably on the garage side of the property.

Grading Limitations

Slopes within all utility easements shall not exceed 15%.
Alternative Easement Configuration

Where the standard easement configuration cannot be accommodated, CORE will require the following alternative easement layout:

A 15-foot-wide utility easement along the front property line in lieu of the rear lot easement.
A 15-foot-wide utility easement along all roadway rights-of-way, including corner lots.
A 15-foot-wide utility easement along all major roadways to accommodate primary distribution feeder infrastructure.
Slopes within all utility easements shall not exceed 15%.
Required Plat Note

The following note shall be included on both the Preliminary Plat and Final Plat:

Utility Easement Restrictions

No improvements that conflict with or interfere with the construction, maintenance, operation, or access to utility facilities shall be placed within utility easements. Prohibited improvements include, but are not limited to, permanent structures, buildings, counterforts, decks, attached porches, attached stairs, window wells, air conditioning units, retaining walls or retaining wall components, and any other objects that may interfere with utility facilities or the access, use, operation, and maintenance thereof.

The utility easements shown hereon are hereby dedicated for public utilities, cable communication systems, fiber optic facilities, and other utility purposes as shown. The entities responsible for providing utility services for which the easements are established are granted perpetual rights of ingress and egress across adjacent properties for the installation, operation, maintenance, repair, replacement, and removal of utility lines and associated facilities.

1 Enumerations has the following comments:

1. Each of the streets shown will require a street name. Submit proposed street names to Justin Annan (jannan@eptc911.org) and Glenn West (gwest@eptc911.org) for approval.
2. The letter of intent states that the interior streets will be private. If they are private, then the suffixes approved for use with the street names are Heights, Grove, Point, or View.
3. Indicate on the plat that these streets are private next the street names once those approved.
4. Once street names have been approved, submit a copy of the plat for address assignment. Indicate with (XXXX) all locations where an address is required, especially lots with more than one potential access.
5. One existing building is shown as being relocated. Consult with the PPRBD permitting staff to determine what, if any, permits are required for the relocation.
6. The 2 existing buildings shown as 3195 and 3295 County Line Rd. will each require a formal address change as a part of this plat. Instructions for requesting an address change can be found here: https://www.pprbd.org/File/Resources/Downloads/Addressing/Request%20for%20change%20of%20address%20ACCESS.pdf An address change request must be submitted for each of the buildings at the time of mylar review.
7. Enumerations will review the mylar for this plat prior recording for addressing, title block, and street names. An Enumerations fee of $10 per lot/tract to which an address was assigned will be due at the time of mylar review.
