1 The United States Air Force Academy (USAFA) has received the Monument Academy Residential PUD (PUD263) project review request. Since our aircraft will fly near this area, the USAFA requests that the county considers asking the applicant to file an avigation easement with the El Paso County Clerks and Recorders Office as well as place a noise notice on the final plat and development plan. The avigation easement and noise notice instructions have been attached to this comment. Once the avigation easement has been filed, please send the recorded document, with the reception number, to our Community Planner Sabrina Untal at sabrina.untal.ctr@us.af.mil and 10ces.cenp.usafadevreviewgrp@us.af.mil. 10/14/2026 10:10:20 AM

1 1. Street names will need to be provided to and approved by El Paso/Teller County Emergency Services 9-11. Please contact them regarding reserving and approving street names. Justin Annan Justin Annan - jannan@eptc911.org and Glenn West gwest@eptc911.org. Once street names have been approved, please email Becky Allen the list of approved street names beckya@pprbd.org
2. Standard Development Plan comments apply
a. For assignment of addressing for lots and tracts, place addressing marker (xxx) where they are intended to be utilized. Addressing marker for lots should be front door, and should be placed as close to the edge of the lot as possible, running parallel to the street it is being addressed from.
b. Provide a 100 scale copy or larger of the entire APPROVED development plan (d.p.) to this department so that addressing can be assigned. Once received, the development plan will be placed on a list to be addressed. Development plans that are not yet approved may be addressed, however additional plan review fees will accrue if changes are made to the D.P. after initial addressing.

Thank you,

Becky Allen

1 The available referral documents include a Soils and Geology Study prepared by Entech Engineering, Inc. (Entech), dated July 28, 2026. As stated on page 10 of the report, “No significant geologic hazards were identified on the site; however, the following constraints have been identified on the site: potentially collapsible soils, potentially expansive soils, potential seasonally shallow groundwater areas, shallow bedrock, and the potential for elevated radon levels.” Entech's report also identifies downslope creep, which is not mentioned on page 10. Entech also identifies possible soil-erosion hazards and describes the site soils as mildly to highly susceptible to wind erosion and moderately to highly susceptible to water erosion.

Additionally, Figure 4 of Entech’s report shows the site's geologic constraints. Many of the 29 lots contain areas mapped as potentially seasonally wet and downslope creep. The preliminary plan PUD prepared by All Terrain Engineering, dated August 31, 2026, includes a geologic hazard map to include these geologic constraints. CGS recommends that a geologic hazard statement, as per the El Paso County Land Development Code, be included in the plat notes that references Entech’s report and identifies all mapped geologic hazards and constraints, including soil erosion; specifies the lots affected by each condition; and includes the applicable avoidance or mitigation measures. This plat note should be transferred to the final plat moving forward.

1 Monument Fire District has reviewed the proposed Walden Preserve 2 – Filing 5 Amendment and Filing 6. Fire hydrant locations are shown on the submitted utility plans and appear adequate for the proposed development. Monument Fire District has no comments or objections at this time. 10/7/2026 9:44:56 AM

1 The Black Forest Land Use Committee has reviewed this proposal and reluctantly recommends approval.

The density is far more than the minimum required by the county master plan but since Walden has much smaller lots and is serviced by central water and wastewater it seems to be largely compatible.
