1 The El Paso County Conservation District has reviewed this and we have the following comments:

We see no conservation issues that we can comment on and have no concerns with the request to change the zoning of this property.

As a courtesy so that it helps plans advance through the planning process faster later on, we would like to share with the applicant that we will request to see the following when these lots go to submit plans to build on these plots:

Erosion controls/Revegetation plans

A) Disturbed areas not being built on should be mulched and revegetated within 45 days of disturbance using plant/grass species native and/or naturalized to El Paso County.

B) Disturbed areas be either: mulched after seeding with weed-free hay or straw mulch at approximately 5,000 lbs per acre due to the exposed site and its proneness to wind erosion; Or areas that are not suitable for revegetation such as driveways, parking areas (if not going to be paved), or safety areas around buildings should have a 1-2" thick layer of crushed rock, road base, or gravel to assist in preventing having exposed soil that would be prone to wind/runoff erosion concerns.

C) For areas being replanted with natural grass, consider using the El Paso County Conservation District’s Native Shotgun Mix (available at EPCCD.org) for reseeding, which is well suited to soils present on this site and is comprised of 100% native and naturalized grass species.

These can be added to the Letter of Intent or as a separate erosion plan, whichever works best for the applicant.

For any questions, please feel free to contact the EPCCD at 719-600-4706 or Will Vogl - Board VP at Will@EPCCD.org

Black Forest Fire Protection District
8/22/2026 12:39:38 AM
1 Black Forest Fire Rescue Protection District (BFFRPD) has reviewed the proposed Siesta Grove rezoning from RR-5 to RR-2.5 and has no objection to the rezoning request at this time.

The concurrent subdivision and future residential development shall remain subject to BFFRPD review and approval for fire apparatus access, emergency vehicle turnaround, and an approved fire protection water supply. Individual domestic wells do not constitute an approved fire protection water supply.

Final subdivision plans shall demonstrate compliant all-weather fire apparatus access from Farrar Drive and provide an approved fire water supply plan acceptable to BFFRPD.

All future residential construction shall comply with the applicable Colorado Wildfire Resiliency Code (CWRC) requirements and required BFFRPD inspections.

BFFRPD will review the final fire protection requirements with the concurrent subdivision/final plat and associated construction plans.

1 Review 1: EPC DPW Stormwater has no comments on this rezone application. At time of final plat stormwater quality will need to be addressed. If the area of land disturbance exceeds 1 acre, an ESQCP and PCM will be required unless other exclusions apply.
