V1_ Planning comment: For justification criteria on the Letter of Intent, please reference all criteria for approval of a Replat (7.2.3.C), which will include Preliminary Plan (7.2.1.D.2) and Final Plat (7.2.1.D.3). REPLAT Criteria for Approval. The BoCC, in approving a replat of a minor or major subdivision, shall find: 1. The replat complies with this Code, and the original conditions of approval associated with the recorded plat; 2. No nonconforming lots are created, and in the case of existing nonconforming lots, the nonconformity is not increased; 3. The replat is in keeping with the purpose and intent of this Code; 4. The replat conforms to the required findings for a minor or major subdivision, whichever is applicable; 5. Legal and physical access is provided to all parcels by public rights-of-way or recorded easement, acceptable to the County in compliance with this Code and the ECM; 6. The approval will not adversely affect the public health, safety, and welfare; and 7. Where the lots or parcels are subject to any CC&Rs or other restrictions, that any potential conflict with the CC&Rs or other restrictions resulting from the replat has been resolved. The available referral documents include the Final Plat (Alessi and Associates, Inc., May 6, 2026), Letter of Intent (July 29, 2026), and Soil and Geology Study and OWTS Wastewater Study (RMG Engineers, June 8, 2026). RMG’s characterization of the geologic hazards and constraints associated with the site is valid. We offer the following comments. 1. RMG states, “One drainage feature exists on the site, currently (a long, narrow trench). This drainage feature is to be avoided…”. This area is designated as a “No-Build Zone” in the soils and geology study. This “No-Build Area” should also be shown on the final plat. 2. As noted on page 17 of RMG’s report, “Geologic constraints include expansive soils/bedrock and compressible soils.” Based on RMG’s laboratory testing results, consolidations of 2.3 and 10.8 percent were measured. RMG provides a preliminary mitigation option consisting of overexcavation of the on-site sandy clay soils and recompaction to a depth of 3 to 4 feet. CGS agrees with RMG that “Once the home location has been selected, the final determination of mitigation alternatives and foundation design criteria is to be included with the building-specific subsurface soil investigations for the structure(s) to be located on the new Lot 1.” 3. CGS recommends that the Final Plat identify all geologic hazards and constraints and include the applicable avoidance or mitigation measures. 1. Existing address to existing home is 18050 Quarterhorse Lane, new lot will be addressed as 18090 Quarterhorse Lane. 2. Add the addressing to the plat. Each address should be running parallel to the street they are being addressed from. Addressing should be as close to the edge of the lot as possible. This indicates and is made clear to anyone looking at the plat, which street the lot is addressed from. 3. Standard final plat comments; a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block. b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only). Paid directly to the Enumerations Department. c. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL.
