The overall square footage to be approximately 40,000 sf; providing 27 classrooms (3 per grades K-8), elective classrooms serving Art, Science, and Music, 3 small group classrooms for pull-out/support services, media center, MS regulation size Multipurpose gym/cafeteria with divider curtain, warming kitchen, offices, group and staff restrooms, nurse, conference room, lobby and staff support areas. This school design will be functional and easily maintained. The site design will allow adequate parking, onsite traffic management, and exterior play fields, with care towards storm water management. Intentional planning during concept design will allow for potential expansion, should enrollment or facility needs evolve.

The El Paso County Conservation District has reviewed this and we have the following comments: 1) Erosion controls/Watershed concerns We saw there were detailed plans for erosion control during construction and appreciate the applicants' efforts to mitigate erosion concerns during construction. However, many of their erosion control measures are less than our recommended amounts and we would like to see those updated. This is particularly due to the fact there is an active drainage with current livestock detention pond on the property looks like it will be removed in the plans, so we would like to ensure erosion doesn't occur after this happens and during construction in the event of a rainfall event. We would also like to see some of the following landscaping/water wise practices being used in landscapes areas. A) We would like to see the applicant and their construction partners prioritize the planned work for their drainage work and new stormwater retention pond after removing the current stock pond on the property. This would ensure that a heavy rainfall/precipitation event, which this area is known to have, doesn't cause damage on the rest of the worksite or cause issues to immediate downstream roads or residents. B) Disturbed areas not being built on or after drainage work should be mulched and revegetated within 45 days of disturbance using plant/grass species native and/or naturalized to El Paso County. C) We do approve of most physical erosion control methods listed in their grading/erosion plans but want to ensure that the following is added, particularly their plans to used pinned mulch on steeper slopes. Disturbed areas be either: mulched after seeding with weed-free hay or straw mulch at approximately 5,000 lbs per acre. D) Disturbed areas that are to be landscaped should be done within 45 days of construction being finished. For lawn areas, it is highly encouraged to add 1/2" or thicker layer of compost before seeding or sod installation in order to help with water retention so it is more water wise. For other landscaping, we encourage native, drought tolerant trees and shrubs, drought tolerant ornamentals that do not need as much watering, and use of drip irrigation for the most water wise practices. These should also have compost mixed in with the soil/back fill at planting to assist with water retention. All beds and areas around trees/shrubs should be mulched 2" deep with a woody mulch to prevent bare ground, which also helps with water retention and plant success. E) For areas being replanted with natural grass, consider using the El Paso County Conservation District’s Native Shotgun Mix (available at EPCCD.org) for reseeding, which is well suited to soils present on this site and is comprised of 100% native and naturalized grass species. If these measures are added to the project's plan, then the El Paso County Conservation District will be content with the applicant's commitment to soil conservation, watershed protection, and protection of the surrounding community.
