Review 1: Note that El Paso County does not have land use authority over property within the City of Colorado Springs; however, it is recommended that the development consider the following information to ensure that proper measures are taken to ensure compatibility between the proposed use within the City and the surrounding property in the County. The current zoning district is A-5 (Agricultural). However, the land is currently vacant. In our application records, there is an old Sketch Plan approved by El Paso County that identifies commercial uses anticipated on the land. (See image below.) For additional information regarding the Waterview Sketch Plan, please reference the EDARP file here: https://epcdevplanreview.com/Public/ProjectDetails/11385 The property immediately south of the subject property is within unincorporated El Paso County. The zoning district is CS (Commercial Service). The property is currently going through a Preliminary Plan and Final Plat application process. There are so Site Development Plans pending with specific proposed uses and the land remains vacant. Your El Paso Master Plan Analysis: Key Area – Colorado Springs Airport/Peterson Air Force Base Area of Change – New Development The subject property, as well as the County property immediately to the south is characterized as an area anticipating new development. The area west of the subject property is considered an area to be protected and/or conserved. However, the area may not be within a conservation easement. The County’s GIS information shows the property to be immediately adjacent to a conservation easement (Bluestem Prairie Open Space, Palmer Land Conservancy). See images below. Placetype – Employment Center The subject property, as well as the County property immediately to the south is characterized as an employment center placetype. The area west of the subject property is considered open space. Again, however, the area may not be within a conservation easement. Please see images below. |
