1 | The distance between the egress points do not meet the adopted fire code and for most of the lots create one point of access. The dead ends exceed the fire code maximum. Since the El Paso County Planning Executive Director has determined they are responsible for water at the planning stage a separate water plan is required to be submitted directly to Ellicott Fire prior to building permit. Ellicott Fire Protection District will not support any deviation from the code minimum for water supply or access. The Fire Protection Report does not address the Colorado Wildfire Resiliency Code that will apply to all permitted structures in the development. The site does not contain steep slopes, is not undermined, and does not contain, nor is it exposed to, any geologic hazards that would preclude the existing and proposed residential use and density. Per Entech’s Report (Entech Engineering, December 7, 2021), the geologic conditions that will pose constraints on the site include areas of hydrocompactive soils and potentially seasonal shallow groundwater areas. In addition, erosion is a geologic condition associated with the site soils. Entech’s characterization of the geologic hazards and constraints associated with the site is valid. CGS offers the following comments and recommendations. Entech mapped areas of potentially seasonal shallow groundwater in Figure 6, and states on page 5, “Blowouts associated with the windblown sands are located in some areas across the site and that have been mapped as potentially seasonally shallow groundwater areas.” We agree with Entech: “Due to the lot sizes these areas can be avoided.” CGS recommends that the proposed lots (Lots 12, 25, 33, 44, and 45) impacted by potentially seasonally shallow groundwater be noted on the Preliminary Plan. CGS also agrees with Entech’s recommendations in their wastewater study (page 5): “Absorption field must be located a minimum of 100 feet from any well, including those on adjacent properties. Absorption fields must also be located a minimum of 50 feet from any drainages, floodplains, or ponded areas and 25 feet from dry gulches.” CGS recommends: 1. A note should be included in the preliminary plan referencing Entech’s December 7, 2021, report or most current, and listing the geologic hazards/conditions and mitigation measures as appropriate. The lots associated with potential seasonal shallow groundwater should be included. 2. Entech should be provided with the updated plans to review; pond construction/excavation recommendations should also be included in an addendum/updated report. 3.
