Project: Red Rock Reserve Subdivision Filing 1C – Vacation and Replat VR265; CGS Project EP-27-0011
As requested in El Paso County’s email dated August 4, 2026, CGS reviewed the Red Rock Reserve Subdivision Filing 1C submittal, including the April 17, 2026 Entech Engineering, Inc. Geologic Hazard Review and Geotechnical Report, the May 7, 2026 JPS Engineering, Inc. Drainage Letter Report, and the preliminary Final Plat dated July 14, 2026.
CGS understands that the approximately 2.74-acre property is developed with an existing residence. The proposed vacation and replat would modify the existing no-build and drainage-easement configuration to accommodate a potential future detached accessory living quarters in the southeastern portion of the lot. The future structure is not part of the present application.
Geologic Hazards and Plat Implementation
CGS generally agrees with the geologic interpretation, identification of geologic hazards, and mitigation approach presented in the submitted information.
The primary geologic issue for the proposed replat is whether the mapped downslope-creep area will remain outside the permitted building area. Entech maps downslope creep on the moderate-to-steep slope north of the proposed building area, places the proposed building area outside the mapped creep area, and concludes that the revised no-build line is appropriate for the documented site conditions. Entech’s conclusion depends on retaining the mapped downslope-creep area within the no-build area rather than demonstrating that the steep slope is suitable for development.
Entech also maps potential seasonally shallow groundwater northeast of the proposed building area, although Figure 5 does not clearly delineate its extent. Groundwater was not encountered in the two exploratory borings, which extended to depths of approximately 20 and 25 feet, and Entech does not anticipate groundwater affecting shallow foundation construction. Surface drainage is addressed in the JPS drainage plan and is not a controlling geologic issue in this review.
The submitted plat does not clearly depict the revised no-build geologic-hazard area. The existing combined no-build drainage easement and geologic-hazard area is shown under “As Platted,” but the “As Replatted” drawing establishes replacement drainage easements without clearly carrying forward the revised geologic restriction. Because the submitted plat states that approval of the replat vacates all prior plats and easements within the area described by the replat, CGS has no objection to conditional approval of VR265, provided that, before the final plat is recorded, it depicts and labels the revised no-build geologic-hazard area shown on Figure 5 of Entech’s April 17, 2026 report.

Note: If you plan to construct an ALQ within the vacated drainage easement, road impact fees will apply. The current fee for multi-family land use is $2,585 per dwelling unit, which will be due at the time of building permit issuance.

Not required for this application, but for future applications to construct the ALQ: A sight distance analysis will be required at the proposed new driveway access onto Redstone Ridge Rd, and a driveway access permit will need to be obtained prior to constructing a new driveway.
