1 Addressing is as follows for the new subdivision – Lot 1 = 10255 Hardy Rd, Lot 2 = 10355 Hardy Rd, Tract A= 10307 Hardy Road. On the final plat, please add the addresses (####) as close to the named street as possible.

Standard Final Plat comments apply:

1. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block.
2. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only). Paid directly to the Enumerations Department.
3. Pre-plat reviews must be reviewed in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures. 1 The available referral documents include the Final Plat (Gould Land Surveying, February 23, 2026), Letter of Intent (Vertex Consulting Services, LLC, January 22, 2026), and Soils and Geology Study and Wastewater Study (Rocky Mountain Geotech (RMG), January 23, 2026).

The site does not contain any unusual geologic hazards or geotechnical constraints that would preclude the proposed two-lot, one-tract residential subdivision. As noted on page 16 of RMG’s report, “Geologic constraints (also as described in section 8.0 of this report) include expansive soils/bedrock and shallow groundwater.” We offer the following comments and recommendations:

1. RMG (page 13), “Shallow groundwater is anticipated to impact the proposed development in the location of the test borings and test pits,” and recommends (for homes located south of the existing homes to the east and west or within sg noted on RMG’s Figure 9) one of the following,
• “A yearlong groundwater monitoring program be implemented to verify the separation of groundwater through all four seasons,
• Restrict basement construction,
• Raise the foundation bearing elevation to maintain separation.”

Since groundwater was encountered as shallow as 5 feet below grade, CGS recommends that the county require groundwater monitoring/observation to obtain data to determine the feasibility of basements and to verify that proposed foundation components are at least 3 feet above the maximum anticipated groundwater level and are maintained year-round. To be effective, however, this monitoring should include observations through spring, summer, fall, and winter, and not merely during site-specific building investigations. CGS recommends that basements not be allowed at this location unless a groundwater monitoring program is performed.

2. A geologic hazard statement, as per the El Paso County Land Development Code, is included on the plat that references RMG’s report and the geologic hazards and constraints.

3. Prior to building permit application, site-specific soils and foundation investigations for the proposed structure(s).
