This was reviewed and the notes approved by the Airport Advisory Commission on 11/19/2025. • Avigation Easement: An avigation easement is requested or provide proof of previous recording (book/page or reception number). • Airport Acknowledgment: Upon accepting residency within Windermere, all adult residents and occupants shall be required to sign a notice in which the tenant acknowledges that Windermere lies within an Airport Overlay Zone and is located less than 5 miles from Colorado Springs Municipal Airport and may, at times (24 hours per day), experience noise and other activities and operations associated with aircraft and the Airport. This is noted on Plat. • FAA Form 7460-1: If use of temporary construction equipment will exceed 100 feet above ground level in height at this site, the applicant is to file an airspace evaluation case with the Federal Aviation Administration (FAA) and provide the results to the Airport before the commencement of construction activities; FAA’s website (https://oeaaa.faa.gov/oeaaa/external/portal.jsp). |

The final plat now creates 104 single-family attached residential lots and two (2) tracts (Tracts A-B) for public improvements and utilities, private roads, parking and pedestrian facilities (sidewalks), drainage, landscaping, and open space uses. A preliminary subsurface soil investigation (RMG Engineers (RMG), dated October 8, 2024) was provided with this submittal. We previously reviewed the original soils and geology study (RMG, Revised January 18, 2021). The Soil & Geology Conditions note on the final plat (Drexel, Barrell & CO., September 5, 2025) should be updated to include RMG’s revised report. Provided RMG’s recommendations are strictly adhered to, CGS has no objections to the approval of the final plat. EDRD requests that the sidewalk and curb & gutter along N. Carefree be constructed to City standards, as this roadway is expected to be transferred to the City in the near future. If this site is selected for pre-annexation, EDRD will require improvements along Antelope Ridge Drive to be constructed to full City standards. If tract addressing is needed mark the exact locations where the addresss will be utilized using a addressing marker (xxx). 2. If underground service is needed prior to plat, submit a Utilities Addressing Plan (UAP), to Colorado Springs Utilities via the related link at https://www.csu.org/Pages/GISMapping.aspx For more information contact: Jade Swan jswan@csu.org 3. Standard Final Plat comments: a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block. b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only). Paid directly to the Enumerations Department. c. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL.
