attached is your water and sewer commitment letter from Cherokee Metro District to provide the quantity of services listed in the commitment. Please reach out or call me to discuss utility plans further. I am willing to set up a Microsoft Teams meeting to talk through the connection discrepancy. I attached this GIS screenshot of the area and Cherokee does not connect our water from Peterson to Meadowbrook nor does our infrastructure reach out as far as the "existing Cherokee" services call out. Also, the sewer running along what would be Meadowbrook is actually City of Colorado Springs sewer line. We have the ability to connect to the development with water and sewer stubs off the east side of Peterson. |

Enumerations has the following comments: 1. This new complex will require 6 interior private street names. Submit a list of proposed names to Justin Annan (jannan@eptc911.org) and Glenn West (gwest@eptc911.org) for approval. Once street names are approved, the applicant should send a copy of the site plan to Enumerations so that the paths of the street names can be shown in order to place the street names on the site plan. 2. When submitting a copy of this project to Enumerations for address assignment, show all structures that would require separate addresses, such as garages, carports, trash enclosures over 7 feet in height, etc. so that a comprehensive addressing plan can be created. Once the addressing is returned, it can be used to submit plans for building permit. 3. The secondary addressing for the apartment units needs to follow the PPRBD secondary addressing guidelines available on our website. City of Colorado Springs Planning Department thinks this will be a great use of the land. I would recommend that with Platte Ave so close that access points are placed in a reasonable location preventing backup to and off the exits of Platte Ave. Thank you, Alexander Painter Planning Supervisor |

The El Paso County Conservation District has reviewed this and we have the following comments: 1) Erosion controls We saw there were detailed plans for erosion control during construction and appreciate the applicants' efforts to mitigate erosion concerns during construction. However, many of their erosion control measures are less than our recommended amounts and we would like to see those updated. We would also like to see some of the following landscaping/water wise practices being used in landscapes areas. A) Disturbed areas not being built on should be mulched and revegetated within 45 days of disturbance using plant/grass species native and/or naturalized to El Paso County. B) Disturbed areas be either: mulched after seeding with weed-free hay or straw mulch at approximately 5,000 lbs per acre. Areas that are steeper and that require pinned mulch blankets should also be mulched at this rate as well, or more. C) Disturbed areas that are to be landscaped should be done within 45 days of construction being finished. For lawn areas, it is highly encouraged to add 1/2" or thicker layer of compost before seeding or sod installation in order to help with water retention so it is more water wise. For other landscaping, we encourage native, drought tolerant trees and shrubs, drought tolerant ornamentals that do not need as much watering, and use of drip irrigation for the most water wise practices. These should also have compost mixed in with the soil/back fill at planting to assist with water retention. All beds and areas around trees/shrubs should be mulched 2" deep with a woody mulch to prevent bare ground, which also helps with water retention and plant success. D) For areas being replanted with natural grass, consider using the El Paso County Conservation District’s Native Shotgun Mix (available at EPCCD.org) for reseeding, which is well suited to soils present on this site and is comprised of 100% native and naturalized grass species. If these measures are added to the project's plan, then the El Paso County Conservation District will be content with the applicant's commitment to soil conservation, watershed protection, and protection of the surrounding community. For any questions, please feel free to contact the EPCCD at 719-600-4706 or Will Vogl - Board VP at Will@EPCCD.org |
