Colorado Geological Survey (CGS) Review Comments Project: North Bay at Lake Woodmoor – Final Plat SF263; CGS Project EP-17-0024_8 As requested in El Paso County email dated August 3, 2026, CGS reviewed the North Bay at Lake Woodmoor Final Plat submittal, located at 39.1048, -104.8561, including the March 11, 2026 CTL|Thompson Geologic Hazards Evaluation and Preliminary Geotechnical Investigation Update, Final Plat, construction drawings, grading and erosion control plans, and Final Drainage Report. CGS's August 11, 2026 review of PUD252 addressed the geologic compatibility of the six-lot development configuration; this Final Plat review considers the additional access, drainage, and channel-stabilization information submitted under SF263. CGS understands that the proposed development consists of six single-family residential lots with two private access drives and associated grading, utilities, and drainage improvements. The primary unresolved geologic hazard for the Final Plat is fluvial erosion and scour associated with the Lake Fork of Dirty Woman Creek drainage corridor. Fluvial Hazard Evaluation CGS generally agrees with the geologic interpretation and identification of geologic hazards presented in the submitted reports. The Final Drainage Report evaluates hydraulic conditions within the Lake Fork corridor, identifies areas of elevated erosive potential, and proposes channel stabilization. The residential lots are located outside the mapped and modeled 100-year floodplain; however, the Redbridge Point access crosses the floodplain and associated channel improvements are located within the active drainage corridor. The submitted information does not clearly demonstrate whether scour, stream-bank erosion, or lateral channel migration could undermine the Redbridge Point access or associated improvements. For the County to determine that the proposed subdivision is compatible with the identified hazard, these fluvial processes should be addressed in relation to the proposed access and channel stabilization. CGS recommends that the applicant's engineer supplement the submitted evaluation to address scour, stream-bank erosion, and lateral channel migration at the Redbridge Point access and associated channel improvements, and demonstrate that the proposed stabilization approach is appropriate for the anticipated conditions without materially increasing fluvial-hazard exposure upstream or downstream. CGS has no objection to conditional approval of SF263, provided the fluvial-hazard issue identified above is resolved to the satisfaction of El Paso County. Submitted August 20, 2026 by Jonathan R. Enumerations has the following comments: 1. Enumerations is in agreement with the 911 authority that the drive accesses need to be named private street. Once the names of the private streets are agreed upon, they need to be shown on the plat. 2. Once the street names are agreed upon, submit a copy of the plat to Enumerations for address assignment. When the addressing is returned, the addresses must be added to the plat in the appropriate location. 3. Colorado Geological Survey (CGS) Review Comment – Resubmittal (Response #6) File Number: SF263 Project: North Bay at Lake Woodmoor Final Plat The January 27, 2026 Letter of Intent states under “Geologic Hazards” that no geologic hazards preclude development of the site and that the 2016 CTL|Thompson Soils and Geologic Hazard Report is being resubmitted with the application. As stated in CGS resubmittal review comments dated December 16, 2025, and reiterated in CGS Response #5 dated February 2, 2026, the 2016 report was prepared for a materially different development configuration (28-unit layout with different grading, building envelopes, and floodplain interface). The current proposal consists of a revised 6-lot configuration with different building footprints, grading, access drives, and open space layout. Because the development configuration has materially changed, the 2016 geologic hazards report is not technically applicable to the current PUD Development Plan and Final Plat. Density reduction alone does not establish geologic hazard adequacy under a revised layout. No updated geologic hazards evaluation addressing the current development configuration has been submitted. An updated geologic hazards evaluation prepared for the current configuration is required to complete CGS review. The updated report must evaluate site-specific geologic hazards under the current design, including groundwater conditions, slope stability, erosion potential, and any retaining structures. Because the required updated geologic hazards evaluation has not been submitted, CGS cannot complete its review and cannot support approval of the current application. CGS review may proceed upon submittal and review of an updated geologic hazards evaluation prepared for the current development configuration. Submitted 2/18/2026 by Jonathan R.
