Please comply with the provisions of HB 25-1219 by inserting the following language, or something similar, as Section VI.H. in the service plan:

H. Maximum Debt Mill Levy Imposition Term. The Districts shall not impose a Debt Service Mill Levy for the repayment of any and all Debt on a single property developed for residential purposes which exceeds forty (40) years after the year of the initial imposition of such Debt Service Mill Levy unless a majority of the Board of Directors of the District imposing the Debt Service Mill Levy are residents of such District and have voted in favor of issuing Debt with a term which requires or contemplates the imposition of a Debt Service Mill Levy for a longer period of time than the limitation contained herein.

El Paso County Parks Department. EPC Parks staff has reviewed the Triple H Ranch Metropolitan District Nos. 1-3 application and service plan and does not have any additional comments beyond those provided in February 2025 which were associated with the Triple H Ranch Rezone application (see attached documentation). Due to the applicant's mention of neighborhood parks and a trail network in their Letter of Intent and Service Plan, EPC Parks may accept Regional and/or Urban Park Lands Agreements as alternatives to regional and/or urban park fees, provided all PLA applications are provided to EPC Parks well in advance of the submittal of the Final Plat(s) and approved by EPC Parks and the Board of County Commissioners. As such, EPC Parks staff has no objection to the formation of this Metropolitan District. Thank you! 5/21/2025 2:49:11 PM
