The available referral documents include the Final Plat (APEX Land Surveying and Mapping LLC, February 17, 2025), Letter of Intent (Vertex Consulting Services, LLC, February 1, 2025), and Soils and Geology Study and OWTS - Wastewater Study (Entech Engineering, Inc., Revised January 20, 2025). The site does not contain any unusual geologic hazards or geotechnical constraints that preclude the proposed three-lot residential subdivision. As noted on page 1 of Entech’s report, “The engineering geologic constraints/hazards identified on this site include potentially expansive soils, areas of potential seasonally shallow groundwater, and shallow bedrock.” Entech notes that the drainage located in the center of the site is shown as potential seasonally shallow groundwater and is designated as a “no build” area on the final plat. Entech’s characterization of the geologic hazards associated with the site is valid. Provided site-specific geotechnical investigations are performed, CGS has no objection to the approval of the minor subdivision. We offer the following comments and recommendations: 1. Entech states (page 3), “Signs of seasonally occurring high moisture was observed in the test pits at depths of 6½ to 7½ feet in the test pits…” No groundwater was observed in the test holes to depths of 20 feet when drilled and re-checked in September 2024. Additional groundwater measurements were not reported. Entech recommends “A minimum separation of 3 feet between foundation components and groundwater levels.” CGS recommends that the county require groundwater monitoring/observation to obtain groundwater data that can be used to determine the feasibility of basements and to verify that proposed foundation components are at least three feet above maximum anticipated groundwater levels and are maintained year-round. To be effective, however, this monitoring should include observations through summer, fall, winter, and spring and not merely during site-specific building investigations. 2. Entech’s soils and geology study on the county’s EDARP site did not include the figures and test hole logs. These should be added to the report on file. 3. Sheet 2 of the final plat shows reference to a geology/engineering geology line and constraints in the legend; however, these are not depicted on the plat. The school zoning for this subdivision will be: Bennett Ranch Elementary School, Falcon Middle School and Falcon High School. Enumerations has the following comments: 1. Enumerations does not feel that the access easement needs to be a named street since 2 of the 3 proposed lots touch Hardy Rd. However, if the 911 authority feels that a street name is needed for emergency response reasons, we will defer to them. 2. Assuming the access will not receive a street name, the existing residence will use the existing address. There is sufficient addressing available for proposed lots 1 and 3 from Hardy Rd. 3. Once it is determined whether or not a street name is needed, submit a copy of this plat to Enumerations for address assignment. Once the addressing is returned, the addresses need to be added to the plat. 4. Enumerations will review the mylar prior to recording for addressing, title block and floodplain statement.
