The Park Advisory Board endorses the following El Paso County Parks Department comments, recommendations, and requirements as they relate to Mayberry Phase 2 PUDSP : (1) designate and provide to El Paso County 25-foot trail easements along the southern side of Positive Place for the Highway 94 Regional Trail, (2) the easements shall allow for public access, as well as construction and maintenance by El Paso County of the Highway 94 Primary Regional Trail, (3) the easements shall be shown on this preliminary plan and future final plats, and the aforementioned easements shall be dedicated to El Paso County on the forthcoming final plat(s), (4) the Highway 94 Regional Trail shall be constructed of concrete and be min 8-ft wide in place of the standard sidewalk, (5) fees in lieu of land dedication for regional park purposes in the amount of $49,490, and urban park purposes in the amount of $29,694 will be required at the time of the recording of the forthcoming final plat(s), (6) an Urban Park Lands Agreement may be an acceptable alternative to urban park fees provided the agreements are approved by the County and executed prior to recording the forthcoming final plat(s).”

Please identify in the WSIS that the commercial use refers to the clubhouse. Please provide a more detailed explanation in the Water Resources Report about how the estimated demand for the clubhouse (including the pool) was calculated. There is a concession building depicted on the PUD; please discuss that in the Water Resource Report and include in the estimated water demand if appropriate. Please provide more recent water usage data from EUC than that provided in Table 1 to justify the low estimated demand for residential use. The site is not exposed to any geologic hazards or geotechnical constraints that preclude the proposed residential development. CTL|Thompson’s report (Geologic Hazard Evaluation and Preliminary Geotechnical Investigation, Mayberry – 540 Acre Site, State Highway 94 and Log Road, El Paso County, Colorado, CTL|T Project No. CS18969.004-105, March 13, 2023) that the conditions that may pose hazards or constraints to development include expansive soil lenses, potentially collapse-prone soils, existing undocumented fill, and shallow groundwater. In our previous reviews for the Mayberry Development, CGS reviewed the Geotechnical Investigation for Tract K, prepared by CTL Thompson and dated September 9, 2022. CTL’s characteristics of the subsurface materials and geotechnical recommendations are valid.

Additionally, groundwater was encountered in CTL’s borings at depths of 10.5 to 15 feet within the western portion of the Mayberry development. Groundwater was not encountered within Tract K or Filing No. A, however, the test holes were backfilled immediately after drilling by the consultant and not rechecked to verify fluctuations in groundwater levels. If basements are planned, CGS recommends that the county require groundwater monitoring/observation to verify that proposed floor levels are at least three feet above maximum anticipated groundwater levels and maintained year-round. This monitoring/observation program should be conducted immediately and/or before the installation of public infrastructure to determine if basements are feasible. CGS recommends no below-grade construction in areas with seasonal shallow groundwater levels within three feet of proposed floor levels.

Reference to CTL’s geologic hazard report and geotechnical investigation, geologic hazards/constraints, and mitigation measures should be noted in the PUD Development Plan. Additionally, an Engineering Geology Map was not included in CTL’s reports.

The Colorado Wildfire Resiliency Code will be implemented on or before July 1, 2026. This will effect the site development
plans for the individual houses.

Enumerations has the following comments:

1. Enumerations agrees with the 911 Authority that the alleyways shown for the proposed residences on current Tract K must be named private streets. Addressing for those homes will be assigned from these named alleys.
2. The application, the letter of intent and the development plan make reference to duplexes as part of this development. Based on the site plans shown on pages 5 and 6 of the DP, these attached units are NOT duplexes. These are single family attached units and all references anywhere in this submittal to duplexes need to be removed or changed to show as single family attached.
3. The letter of intent states that at least some side yard setbacks will be 3 feet. This size setback triggers requirements for fire ratings on exterior walls. Contact any of our Construction plan reviewers with any questions regarding this requirement.
4. Once this DP has been approved, submit a copy of the site plan to Enumerations for address assignment. Indicate with (XXXX) all locations which will require an address. This included locations of any electric services intended to serve the various sport fields shown in the plan.
