the floodplain in this area has been revised by FEMA but those changes are not effective yet. Draft model backed floodplain extents for this area have been developed as part of Phase 1 for the ongoing El Paso County, CO, Risk MAP Project”. The data has been reviewed and approved through FEMA’s QA/QC process (May 11, 2022) and is currently in the MIP (Case No. 19-08-0037s). 1. Please revise the WSIS to show the correct amount of lots in section 5 and provide the water demand for the entire subdivision in Section 9, not just the per-lot demand. 2. Please check your estimated demand for irrigation. The WSIS states there will be 7 acres of irrigation which is about 304,920 square feet. At 0.0566 acre-foot/1,000 square feet, which is the presumptive use value in the Land Development Code, 17.2 annual acre-feet would be required to meet this demand. The Water Resource Report indicates each lot would irrigate up to 3,500 square feet, which would require .198 acre-feet to irrigate using the Code’s presumptive use value (not .175 acre-feet). Please revise both the WSIS/WRR to have matching irrigation amounts that follow the LDC presumptive use values. 3. Please update the Water Resource Report to address the water quality requirements found in Section 8.4.7 of the Code. 4. Once the above have been fixed and a letter from the Colorado Division of Water Resources showing adequate supply has been received, the County Attorney’s Office will begin review. |

As requested by the county (email, February 24, 2025), the Colorado Geological Survey (CGS) has reviewed the submittal for County File #SP251 (39.0066°, -104.6053°), which proposes rezoning for Residential Rural with 28 single-family lots (minimum 2.5-acre lot size). Documentation reviewed includes the Final Drainage Report (All Terrain Engineering, Project No. 24031, February 2025), Preliminary Plan Drawings (Edward-James Surveying, Inc., Job No. 2556-00, February 12, 2025), and the Soil and Geology Study (RMG, Job No. 198281, January 28, 2025), among other supporting materials. CGS concurs with RMG’s geologic interpretation, including the identification of hazards and constraints. We have no objection to project approval provided RMG’s recommendations are strictly followed. Key concerns include: • Detailed geotechnical studies to address expansive/collapsible soils and bedrock. • Stability of steep slopes near Black Squirrel Creek. • Scour and erosion potential along creek banks, with permanent no-build zones established in FEMA floodplain areas. The site is within a region of fluctuating groundwater conditions, which may require seasonal groundwater monitoring. Adherence to RMG’s recommendations for mitigating these conditions is essential. 1. Standard PUD/DP comments: a. For assignment of addressing for lots and tracts, place addressing marker (xxx) where they are intended to be utilized. Addressing marker for lots should be front door, and should be placed as close to the edge of the lot as possible, running parallel to the street it is being addressed from. b.
