El Paso County Parks and Community Services Department, Final Comments, 3rd Submittal. Staff acknowledges the change in the Site Development Plan which removes the emergency access driveway from Bear Creek Regional Park property, this being the result of Palmer Land Conservancy's refusal to allow access and utility easements within the Conservation Easement that overlays the park. Staff also acknowledges the previous plan changes that offset the retaining wall from the project site property line, as well as the removal of the stormwater detention pond's outlet works and drainage system from park property. As the plan stands now (Site Development Plan dated 08/16/2024), El Paso County Parks has no additional comments or recommendations, as there are no further impacts or impedance to park property. The applicant should still be aware, however, that a Temporary Access Permit (TAP) may still be necessary for the construction of the retaining walls should the construction impede Bear Creek Regional Park. This TAP should be requested and approved prior to the start of construction. Please note: should grading or retaining wall construction spill over into the park property, construction will be delayed until such time that a TAP is secured and approved by Parks administration.
