The referral documents include the Final Plat (Drexel, Barrell & CO., December 12, 2024), Commercial Construction Plans (Drexel, Barrell & CO., December 16, 2024), Letter of Intent (Drexel, Barrell & CO., December 16, 2024), Grading and Erosion Control Plans (Drexel, Barell & CO., December 13, 2024), revised Soil and Geology Study (Entech Engineering, Inc., 7/21/2023), and other documents. As stated in the preliminary plan application process, Entech’s characterization of the geologic hazards and constraints associated with the project site is valid. We offer the following comments and recommendations.

1. The final plat should reference Entech’s July 21, 2023 report and include all geologic hazards and constraints associated with the site (see the soil & geology conditions note on the preliminary plan for SP232 dated 4/10/2024). Additionally, the statement, “Due to the potential of shallow groundwater basements are prohibited” should be shown on the final plat/final plans.

2. Note 14 of the final plat states, “Due to high ground water in the area, all foundations shall incorporate an underground drainage system.” Along with this note, a statement indicating “no basements allowed” should be included.

3. The construction plans should be updated to include Entech’s 7/21/2023 report; currently, they reference a Ground Engineering report.

4. As indicated in the letter of intent, “Groundwater monitoring is underway and potential mitigation measures have been incorporated into the final design.” Results of the groundwater monitoring program and mitigation measures should be requested by the county.

5. Per the construction plans, a concrete box culvert is proposed within the unnamed tributary traversing Tracts A and B to contain floodwaters that will discharge to a detention basin. Entech states (page 15), “the proposed cuts in the ponds will extend into the current groundwater levels potentially limiting the capacity of the full-spectrum detention ponds.” The results of the groundwater monitoring program should be reviewed to determine if mitigation measures (i.e., geomembrane/liner, dewatering, etc.) are necessary.

6. CGS understands that a CLOMR for the unnamed tributary to Black Squirrel Creek is in process and Tracts A and B within this area will be utilized as temporary open space. It does not appear that the CLOMR has been approved. It is our understanding that no grading, buildings, or other improvements are to be performed/constructed within Tracts A and B until the CLOMR has been approved.

Outstanding development plan comments:
1. Woodmen Road needs to be labeled as East Woodmen Road.
2. 12445 Rio Lane home is still existing and will require a wrecking permit with RBD to remove.
3. For assignment of addressing for lots and tracts, place addressing marker (xxx) where they are intended to be utilized. Addressing marker for lots should be front door, and should be placed as close to the edge of the lot as possible, running parallel to the street it is being addressed from.
4. Contact Enumerations once you are ready for addresses assigned.

Plat comments:
1. Once addresses are received they will need to be placed on the plat.
2. Standard Final plat comments:
a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only).
c. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures. d. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. If floodplain is shown on the plat ,FEMA approved Base Flood Elevations must be shown on the plat.
Floodplain needs to be contained in a tract or easement both of which should be designated no build no storage of materials.

If subdivision proposals are located within three hundred (300) feet of a Zone A floodplain, FEMA approved base flood elevations and boundaries are required to be determined and shown on the plat, or provide a Floodplain Certification Letter by a professional engineer or architect licensed by the state of Colorado, stating that “Based on field verified characteristics of the property, the property is reasonably safe from flooding and to the best of the engineer’s knowledge if the 100-year floodplain were studied it would not enter the property in question”.

The extension of Rio Lane into this development is not acceptable. This ROW needs to be assigned a unique name.
This was already discussed and corrected in a previous submittal. The approved name was Jackdaw Dr. This name now conflicts with the Jackdaw Pt submitted on these drawings.

The private roadway now depicted as Jackdaw Pt on this submittal was previously approved as Limpkin Pt.
