Review 1: EPC DPW Stormwater has the following comments:

Drainage Report:
-Discuss in the drainage report when/with what project the temporary sediment basin will be converted to the permanent facility. Will these upgrades be finalized prior to the construction of this site development plans?
-Stormwater runoff is proposed to be conveyed to a proposed full-spectrum detention area in the southwest portion of the development. This area within the City of Colorado Springs outfalls into the Windmill Gulch channel/floodplain. Ensure that the proposed facilities release stormwater to approximate pre-development conditions (manner and quantity).
-In Step 3, Stabilize Drainageways, discuss the suitability of the pond outfall and demonstrate it can sufficiently handle the proposed development. It is understood that drainage fees have been paid, but if the project will have a negative impact on the downstream channel, that needs to be addressed with the development. Please provide any recommendations for channel stabilization, as needed, if analysis shows existing drainage way is not adequate to convey the flow. Downstream of the site there are known erosion and sedimentation issues and the project should not increase this degradation of the stream.

- Show that flows exiting FDS facility are equal or less than flows from previous designs/reports. If release flow is higher, include information on whether any improvements have or will be done to Windmill Gulch Creek per DBPS.
