Colorado Parks and Wildlife (CPW) has reviewed the plans for the Flying Horse North Filing No. 5 in El Paso County. Colorado Parks and Wildlife (CPW) is familiar with the site, and has commented on the overall Flying Horse project area in the past, and CPW would defer to those previous comments. Based on the location and proposed actions, CPW anticipates that this project's impacts on the wildlife resource would be negligible if our previous comments are taken into consideration.

We appreciate being allowed to comment. Please feel free to contact District Wildlife Manager, Aaron Berscheid, should you have any questions or require additional information at 719-439-9601 or via email at aaron.berscheid@state.co.us

PCD Administrative Notice
11/5/2024 2:47:50 PM
On 11/5/2024, PCD mailed combined "Notice of Application" and "Notice of Administrative Determination" letters for PUDSP245 & SF2427 to surrounding property owners within a 500-foot range (5 addresses). The potential date an administrative decision can be made is 11/19/2024. Copies of the notice, mailing labels, and selected range have been uploaded to the EDARP file. Cost of postage was included in the PUDSP comment (combined, no need to charge again). MB 11/5/2024 2:47:50 PM

The available referral documents include the Final Plat (Edward-James Surveying, Inc., September 29, 2024), Letter of Intent (HR Green Development, LLC, October 3, 2024), Wastewater Study (Entech Engineering, Inc., September 11, 2024), Soils and Geology Study (Entech Engineering, Inc., October 2, 2024), and other documents. We offer the following comments:

1. The final plat (Note 28) references Entech’s March 5, 2024 report for Filing No. 4. This should be updated to Entech’s October 2, 2024 report for Filing No. 5.

2. Based on the wastewater study (Fig. 8), the OWTS and possible house locations are outside of the potentially seasonally shallow groundwater area (psw).

3. Groundwater was not encountered in Entech’s borings within Filing No. 5. CGS recommends that proposed floor levels are at least three feet (preferably 5 feet) above maximum anticipated groundwater levels and maintained year-round.

4. As stated in previous Flying Horse North referrals, the availability of groundwater for huge developments such as this can be problematic and is becoming more so due to drought and dwindling water resources. CGS recommends that the basis of assumptions of available groundwater for this project be provided to the county for review before approval of final plans.

Black Forest Land Use Committee
11/4/2024 11:29:34 AM
The Black Forest Land Use Committee commends the applicant for this filing which is in compliance with the original preliminary plan in most areas. This filing is also in conformance with filings 1 and 2 and will provide a more consistent development overall. We believe that returning to the minimum 2.5-acre lots or larger will result in a much more desirable community and will conform with the rural, residential flavor of the Black Forest. Rather than a small town with street lights, curbs and gutters, sidewalks and many more lawns and landscaping, the 2.5-acre and larger lots will more likely retain the country feel with less landscaping and more water-absorbing surface to contain rain and snow. The more likely dark sky atmosphere will also conform more with surrounding properties. We believe the applicant is wise in proposing this filing. 11/4/2024 11:29:34 AM

1. Lot 21 will only receive 2 addresses, one on each street. Addressing marker should be moved to the middle of the lot on Rough Trail.
2. Standard final plat comments:
a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only).
c. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures. If you would like an in-person review, please make an appointment on our website, https://www.pprbd.org/Home/BookAppt
d. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. A copy of the final recorded plat is required prior to approval in the Enumerations department on any COMMERCIAL plan submittal. Please email the Enumerations staff member that reviewed your project. The Colorado State Forest Service recommends that all forested acres be mitigated to reduce the risk of wildfire and that defensible space be created for each dwelling using the standards in the CSFS "Home Ignition Zone Guide" (formerly known as "Quick Guide FIRE 2012-1: Protecting Your Home From Wildfire") located on the Colorado State Forest Service website.

https://csfs.colostate.edu/media/sites/22/2021/04/2021_CSFS_HIZGuide_Web.pdf

In addition, we recommend that all wildfire mitigation be completed before or during dwelling construction.

Academy District 20 is in receipt of File #SF2427 for approval of the Flying Horse North Filing No. 5.

The District is requesting fees in lieu of land dedication per the existing County Code for all residential units within this development.

The District is experiencing ongoing residential development. The District gained approximately 11,000 new residential units between 2018 and 2023 which included 4,595 Single Family, 1,040 Single Family Attached, and 5,612 Apartments as reported to the District by local developers. During that same timeframe, the District only experienced a total membership increase of 171 students. This information is updated annually in October.

A drop in the birth rate plus the significant increase in the cost of housing has slowed student growth in the District.

The District is able to serve each student who is a resident of District 20.
