After reaching out to the El Paso County Stormwater Engineer, Mikayla Hartford, clarified that this project will eventually tie into the County’s Northgate/Struthers Permeant Water Quality Pond. However, we would like to note that if construction of the pond lags too far behind the Auto Dealership there could temporarily be an excess amount of stormwater and sediment that flows down Northgate toward the Hotel/Visitor Center round-a-bout. Runoff toward our gate has been an issue in the past because the collection of sediment places a mitigation burden on the installation. When submitting plans for the new auto dealership, please submit under 208 Gleneagle Gate View. The hail canopies should use 309 Gleneagle Gate Vw with letter designations. 2. The carwash building will be 204 Gleneagle Gate Vw. 3. Please contact Enumerations prior to plan submittal to receive addressing layout. This will be required when submitting plans for permit. Previous comments apply for the Final Plat, when we review the final plat, addressing must be shown on the three lots. We will not be able to approve/stamp the mylar unless addressing is added. We will close this review for the DP, but wanted to reiterate what is needed for the final plat. Thank you for sending the United States Air Force Academy (USAFA) the review for Gleneagle View – Northgate Auto Dealership (File #: PPR2514). USAFA has questions about the adequacy of the drainage solution for this development. We would like to see calculation that the area set aside for the Extended Detention Basin (EDB) will be able to hold the amount of stormwater that will be generated from that area PLUS cumulative runoff from the existing developments until the EDB can connect to the County’s North Gate Detention Pond. Also, if that is the intent, the drainage report should also state that the outflow from the pond will ultimately be conveyed to the County’s Pond. Finally, we cannot clearly discern which creek the stormwater in the existing extended detention pond will transport to, and if the discharge will run along North Gate Boulevard. This has been an issue in the past since the runoff on North Gate runs westerly toward our gate and often carries a sediment load that then places a mitigation burden on us. | 4/25/2025 3:31:37 PM | |

Lot 3 to use existing tract address 249 Gleneagle Gate Vw. Please add the address numbers (XXX) to the plat on the correct lot as close to the named street as possible. Standard Final Plat comments apply: 1. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block. 2. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only). All addresses are existing, no plat fee required. 3. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures.
