EPC Health Dept. stated:
Please accept the following comments from El Paso County Public Health (EPCPH) regarding the proposed 5.95-acre lot special use referenced above:
• A record of an approved, permitted on-site wastewater treatment system (OWTS) for this property indicates the OWTS was installed and approved for an existing 4-bedroom residence in 1991.

o 3 Rocks Engineering and Surveying has designed a new OWTS for the 24 glamping sites and replacement of the 1991 OWTS for the existing residence. The title of the submittal for the design in EDarp is Septic Permit Update; however, the design has not been approved and a permit has not been issued. Therefore, the project cannot be approved until an OWTS Permit has been approved and issued by El Paso County Public Health.

• The water volume use, population served, and seasonality proposed is required to be evaluated by El Paso County Public Health and the Colorado Department of Public Health and Environment (CDPHE), Water Quality Control Division prior to approval of this site development plan. This review is required to determine if the water
system will be classified as a private unregulated water system or regulated as a community water system.

Please provide the required documents per the Health Departments comment upon your next submission.

Please ensure the following note is added to the SDP to be approved and stamped

"The subdivider(s) agree on behalf of him/herself and any developer of builder successors and assignees that subdivider and/or said successors and assigns shall be required to pay traffic impact fees in accordance with the El Paso County Road Impact Fee Program (Resolution No. 19-471), or any amendments thereto, at or prior to the time of building permit submittals. The fee obligation, if not paid at final plat recording, shall be documents on all sales documents and in plat notes to ensure that a title search would find the fee obligation before sale of the property."

Road Impact fees are applicable for 12 sites as part of this submittal.

No further engineer comments.

2. Trash enclosure appears to be under 7' in height, no separate address or permit will be required.

The Colorado State Forest Service recommends that all forested acres be mitigated to reduce the risk of wildfire and that defensible space be created for each dwelling using the standards in the CSFS "Home Ignition Zone Guide" (formerly known as "Quick Guide FIRE 2012-1: Protecting Your Home From Wildfire") located on the Colorado State Forest Service website.
