The available referral documents include a Letter of Intent (N.E.S. Inc., November 2024), a Final Plat (Classic Consulting, June 1, 2024), and other documents.

CGS offers the following comments and recommendations.

1. Groundwater was encountered in Entech’s test borings at 3.5 to 16 feet below grade during drilling, and Entech observed areas of ponded water/submerged conditions in some locations. Entech’s previous response (October 26, 2023) indicated that the test borings and piezometer will continue to be monitored in the coming seasons. It would be advantageous for the county to request measurements for these borings. We agree with Entech (page 10 of their June 27, 2023 report), “A minimum separation of 3 feet between foundation components and groundwater levels are recommended.” If the maximum groundwater levels (determined from the seasonal monitoring/observation program) are within 3 feet of the foundation components and mitigation measures (such as raising the site grades) are not possible, then no basements should be allowed within Sterling Ranch East Filing No. 5.

2. Note 21 of the Final Plat states, “Potentially seasonally high groundwater found on the following lots: 130-132, 135-137, and 152-155. Mitigation for these lots include overlot grading and incorporating underground drainage systems around foundations with direct connection to the underdrain system within adjacent street.” An underdrain system should be allowed ONLY if it can gravity discharge to a daylight outfall or is connected to an existing underdrain system that gravity discharges to a daylight outfall. CGS recommends that the plans show the underground drainage system with connections to individual underdrains for each lot. Individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used to mitigate persistent shallow groundwater conditions.

1. Provide the extension of Huntsville Lane, so that addressing for this street can be addressed correctly. Please provide the over all plan of the entire area in person so that all of these east filings can be addressed at once.
2. Standard final comments:
a. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only).
c. Pre-plat reviews can be reviewed via “pdf” or in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures. According to the El Paso County Assessor’s Office this parcel is located in El Paso County School District #49. If any portion of this parcel is located in El Paso County School District #20 boundaries, land dedication is requested as follows.

Academy District 20 is requesting land dedication in lieu of fees for all residential units within the Sterling Ranch development per the approved agreement between the District, El Paso County, SR Land, LLC and Classic SRJ Land, LLC.

The District is experiencing ongoing residential development. The District gained approximately 12,000 new residential units between 2018 and 2024 which included 5,278 Single Family, 1,156 Single Family Attached, and 5,576 Apartments as reported to the District by local developers. During that same timeframe, the District only experienced a total membership increase of 138 students. This information is updated annually in October

A drop in the birth rate plus the significant increase in the cost of housing has slowed student growth in the District.

The District is able to serve each student who is a resident of District 20.
