The available referral documents include a Soils and Geology Study (Entech Engineering, October 15, 2024), Letter of Intent (N.E.S. Inc., October 2024), Final Plat (Classic Consulting, February 20, 2023), Construction Documents (Classic Consulting, July 3, 2024), and other documents. Entech’s study (page 11) states, “The constraints affecting development will be those associated with the artificial fill, hydrocompactive soils, and the potentially and seasonally shallow groundwater areas on the site.” Entech’s description of the geologic hazards and constraints within Filing No. 3 is valid. CGS offers the following comments and recommendations.

1. The final plat does not reference Entech’s soil and geology study for Filing No. 3, the site’s geologic hazards/constraints, or mitigation measures. Before approval of the final plat for Filing No. 3, the final plat must include this information and the associated lot numbers with mapped geologic hazards/constraints (see Figure 6 of Entech’s report).

2. In the test borings Entech drilled, groundwater was encountered at 2 to 18.5 feet below grade after drilling. Entech states (Page 9), “The proposed grading plans indicate approximately 2 to 4 feet of fill in this area.” We agree with Entech, “A minimum separation of 3 feet between foundation components and groundwater levels are recommended.” Entech states that they will continue to monitor groundwater levels. CGS recommends that these test holes be monitored throughout winter, spring, and summer.

3. Page 12 of Entech’s report states, “In areas where high subsurface moisture conditions are anticipated periodically, subsurface perimeter drains will be necessary to help prevent the intrusion of water into areas located below grade. Fill added to these areas further raise foundations above groundwater.” Also, “It is anticipated that the shallow water areas will be mitigated with site grading and the installation of sewer underdrains.” An underdrain system should be allowed ONLY if it can gravity discharge to a daylight outfall or is connected to an existing underdrain system that gravity discharges to a daylight outfall. CGS recommends that the plans show the underground drainage system with connections to individual underdrains for each lot. Individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used to mitigate persistent shallow groundwater conditions.

4. Similar to other Sterling Ranch developments, if shallow groundwater conditions exist and mitigation measures (overlot grading to achieve the 3-foot minimum separation between foundation components and the maximum anticipated groundwater levels) are not possible, then NO basements should be permitted within the Sterling Ranch East Filing No. 3 development and noted on the final plat.

5. The proposed school site (Tract F) should include its own soils and geology study/geotechnical report with appropriate recommendations for the site’s geologic hazards/constraints. Due to its proximity to Sand Creek, the county should require the installation of groundwater monitoring/observation holes to determine groundwater fluctuation throughout all four seasons.
