Address for Lot 1 is 1521 El Jefe Hts, address for Lot 2 is 1541 El Jefe Hts. Be sure to add the addresses to the final plat prior to mylar review. Standard Final Plat comments apply: 1. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block. 2. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only). The address fee will be $10.00 for the one new lot address. 3. Pre-plat reviews will need to be in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures. This office previously provided comments for Claremont Business Park 2. The revised anticipated demand allocation has been slightly reduced compared to the original calculations due to the smaller building square footage for the two future lots associated with this replat application. Thereby resulting in a decrease in the annual water demand from 12.19 acre-feet per year (AF/YR) to 11.58 AF/YR. The CMD commitment letter, dated February 3, 2025, indicates a water allocation of 12.06 acre-feet, slightly exceeding the anticipated demand of 11.58 acre-feet. The available referral documents include the letter of intent (M&S Civil Consultants, Inc., undated), final plat (M&S Civil Consultants, Inc., February 4, 2025), geotechnical exploration report (UES December 11, 2023), and other documents. The applicant proposes a replat of a 1.8-acre lot, previously designated as Lot 2, to create two new lots. Per Appendix C of the El Paso County Engineering Criteria Manual and Section 8.4.9 of the El Paso County Land Development Code, a geologic hazard study should be performed. The submitted geotechnical engineering report does not directly discuss the potential geologic hazards associated with the site. If a geologic hazards study has been performed, CGS would appreciate a copy for our review and records. Previous reviews conducted by CGS within/near this site have discussed and identified compressible/loose soils impacting the site. The exploration program by UES indicates low blow counts (N-values), as low as 4 at depths around 7.5-10 feet below existing grades. However, UES does not discuss these loose soils, or the consolidation test results (Appendix A) they performed in their report. According to the Geologic Map of the Elsmere Quadrangle (Madole, R.F. and Thorson, J.P., 2003, CGS OF-02-02), eolian sand overlies the Dawson formation at an unknown depth. The eolian (wind-deposited) soil types can exhibit hydrocompaction (settlement or collapse under loading and wetting). Hydrocompactive soil is a geologic constraint impacting this site and should be listed as a geologic hazard/constraint on the final plat. Alluvium (Middle) associated with the old corridor of Sand Creek and artificial fill are also mapped within the site. Deep wetting beneath the site can cause compression and/or collapse of the eolian and alluvial sands. The compression (collapse) potential of the deeper eolian sands should be evaluated in the site-specific investigations along with evaluation of the mapped fill locations. In summary, CGS recommends that a geologic hazards study be performed to evaluate the hazards and constraints impacting the site. These hazards/constraints should be noted on the final plat. It will be important that site-specific geotechnical investigations be performed for each proposed building before the issuance of building permits. This application is not eligible for administrative approval. The applicant appears to have provided information justifying an exception from the water supply requirements of the LDC based on the 4th bullet of Section 8.4.7 (A)(3): “The requirements set forth in this Section shall not apply to: … A vacation or vacation and replat of an existing subdivision or lots within an existing subdivision or any plat change, any of which will not result in significantly greater total water use than previously anticipated for the subdivision. All determinations as to the significance of the change in water use shall be made by the BoCC, with recommendations by the CAO….” Thus, the applicant can either request approval from the BoCC of an exception to the water supply requirements or request a new water sufficiency finding with this replat, which must be made by the BoCC. |
