Enumerations has the following comments:

1. Enumerations feels that the access drive which runs along lots 1-5 should be a named private street, with all addressing assigned from said private street. Submit a proposed street name to Justin and Glenn at El Paso/Teller 911 for approval. Once a street name is approved, it needs to be added to the plat.
2. Submit a copy of this plat to Enumerations for address assignment once a street name has been approved.
3. Enumerations will review the mylar prior to recording as per usual procedure. An Enumerations fee of $10 per lot/tract to which an address is assigned will be due at the time of mylar review.

This final plat referral includes rezoning 9.73 acres from PUD Commercial to Commercial Service and replat 6 individual commercial lots.

The site is outside the mapped floodplain of Jimmy Camp Creek. CGS agrees with RMG’s assessment that the site is not exposed to any geologic hazards that preclude the proposed development. RMG notes on page 16 of their Soils and Geology Study (Rocky Mountain Group (RMG), April 9, 2024), geologic conditions identified include expansive soils and bedrock, compressible soils, seasonally fluctuating groundwater, faults/seismicity, and radon. Provided RMG’s preliminary recommendations are adhered to, CGS has no objection to approval of the final plat. We offer the following comments and recommendations.

1. RMG states (page 13), “A minimum 3 to 5-foot separation is generally recommended between the bottom of the foundation components/floor slabs and the estimated seasonal high-water table levels.” Groundwater levels as shallow as 17 feet were measured in RMG’s soil and geology study. Groundwater levels typically rise after development, and measurements of groundwater variations provide a basis for anticipating future groundwater levels. Since the proposed development will consist of commercial facilities, it is not likely that below-grade levels will be planned.

2. CGS agrees with RMG (page 20), “Where clay soils are present, the subexcavation should extend to minimum depths of 5 feet (if granular, non-expansive structural fill is used) or 6 feet (if moisture-conditioned expansive structural fill is used below the bottom of all proposed foundation components.” Mitigation measures for expansive soils and bedrock and compressible soils should be included in the final plat.

3. RMG states on page 23, “The foundation systems for all proposed structures should be designed and constructed based upon recommendations developed in a site-specific subsurface soil investigation.” CGS recommends that lot-specific soil investigations be performed once building locations have been identified.

The Parks and Community Services Department has reviewed Villages at Lorson Ranch Rezone and Filing No. 1 Final Plat, and is providing the following administrative comments on behalf of El Paso County Parks:

Village at Lorson Ranch totals 9.73 acres and includes a rezone from PUD to CS, a final plat for six commercial lots, and one tract. The property is located at the intersection of Marksheffel Road and Fontaine Blvd.

The El Paso County Parks Master Plan shows no parks, trails, or open space impacted by these two applications. The proposed commercial subdivision borders the future South Marksheffel and Fontaine Blvd Bicycle Routes. However, the bicycle routes will be accommodated within the public right-of-way and will not affect the proposed subdivision.

There are no park lands or trail easement dedications necessary for this commercial application. Furthermore, commercial applications are not subject to park fees, so this application does not require consideration by the El Paso County Park Advisory Board.
