El Paso County Parks and Community Services. The 2022 El Paso County Parks Master Plan shows no impacts to existing or proposed parks, trails, or open space. As such, no trail easements or park land dedications are necessary. Black Forest Regional Park, Black Forest Section 16, and Pineries Open Space are located approximately 0.85, 2.5, and 3.5 miles away from the proposed school site, respectively. As this is a commercial application, no regional park fees will be assessed, however an update to the EPC Land Development Code over the next year and half may or may not change this fee requirement. Black Forest Fire Protection District

BFFRPD (Black Forest Fire Rescue Protection District) has reviewed the proposed project. Of concern for BFFRPD operations is the fire department access and fire protection water supplies. While the narrative states they will comply with County Codes and Criteria, the application does not state how they intend to conform with any specificity. Considering there are no known cisterns and there is not a municipal water system, we are uncertain how that determination was made. The County is the Authority Having Jurisdiction (AHJ) that will determine the requirements for cistern and specifications for access/egress.

It seems this is a zoning and PPRBD (Pikes Peak Regional Building Department) item. If a change in occupancy is required, this commercial project application shall be subject to the IFC (International Fire Code) and be submitted to CSFD (Colorado Springs Fire Department) Construction Services for a Commercial Plan Review per an existing MOU (Memorandum of Understanding) between BFFR and CSFD. The applicant shall submit follow on documentation from CSFD into EDARP (Electronic Development Application Review Program) for County Project Manager to view. It is unclear if the County is seeking a fire review. However, El Paso Planning may not require this review, and the application may have come to BFFRPD due to location.

All structures and street signs need to comply with PPRBD, EL Paso County standards, IBC 2021 and IFC 2021 standards. Our recommendation is the applicant demonstrate full compliance and conformance with El Paso County’s adopted Land Development Code (LDC), Engineering Criteria Manual (ECM), adopted International Fire Code (IFC), and all other adopted codes, provisions, or statutes that impact fire safety to include access/egress, water supply, hardening of structures, addressing, fire protection systems, etc. It is recommended that the applicant submit a comprehensive fire protection report from a qualified fire protection engineer that is licensed as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers to demonstrate conformance to all requirements. Furthermore, the District does not support any waivers or variances that negatively impact any fire safety provisions including access/egress, water supply, hardening of structures, addressing, fire protections systems, etc.
