The parking substitute plan will need more information to be provided. It is suggested that a basic traffic letter or memo be provided to staff. These documents do need to be crafted by a licensed professional.

D.No TIS Required. No TIS is required if all of the criteria below are satisfied:
• Vehicular Traffic: (1) Daily vehicle trip-end generation is less than 100 or the peak hour trip generation is less than 10; (2) there are no additional proposed minor or major roadway intersections on major collectors, arterials, or State Highways; (3) the increase in the number of vehicular trips does not exceed the existing trip generation by more than 10 peak hour trips or 100 daily trip ends; (4) the change in the type of traffic to be generated (i.e., the addition of truck traffic) does not adversely affect the traffic currently planned for and accommodated within, and adjacent to, the property; (5) acceptable LOS on the adjacent public roadways, accesses, and intersections will be maintained; (6)no roadway or intersection in the immediate vicinity has a history of safety or accident problems; and (7) there is no change of land use with access to a State Highway.

• Pedestrian Traffic: Paved pedestrian facilities exist or will be constructed on, or adjacent to, the site; or, the proposed use will not generate any new pedestrian traffic.

• Bicycle Traffic: Paved bicycle lanes or paths exist or will be constructed on, or adjacent to, the site; or, the proposed use will not generate any new bicycle traffic.

DWR has reviewed the referral for the Arrowhead Trailer Rural Home Occupation Expansion, which does not appear to qualify as a “subdivision” as defined in section 30-28-101(10)(a), C.R.S. Therefore, pursuant to the State Engineer’s March 4, 2005 and March 11, 2011 memorandums to county planning directors, this office only performed a cursory review of the referral information.

No information was provided regarding proposed water uses or estimated water demands on the property, therefore this office has no comments on the water supply for this referral.

• Section 1.4(1) of the State Highway Access Code, states in part that no person, shall construct any access providing direct vehicular movement to or from any state highway from or to property in close proximity or abutting a state highway without an access permit issued by the designated issuing authority with the written approval of the Department.
• Under Section 2.6 (Change in Land Use and Access Use) of the State Highway Access Code, states the requirements of a new access permit. It states in part that if any significant changes are made or will be made in the use of the property which will affect access operation, traffic volume increases by 20% and/or vehicle type, the permittee or property owner will coordinate with the local authority and the Department to determine if a new access permit and modifications to the access are required.
• An updated CDOT Access Permit may be required for this development for the connection to SH24.
• Future closure of this access is eminent per the State Highway Access Control Plan. It is my recommendation to look for a long term access point from the east future frontage road.
• Please provide a Traffic Memo to determine if there is a 20% increase in traffic patterns from the original permit.

1. Will the use of the existing building be used for business? If the building is no longer AG exempt, then a separate address will need to be assigned. Plans will also need to be submitted under this new address to convert to an office.
2. Will the new building also be AG exempt? If not, then this building will also require a separate address.
