The site does not contain steep slopes, is not undermined, and does not contain, nor is it exposed to, any geologic hazards that would preclude the new church building. The Colorado Geological Survey has no objection to the approval of the final plat. Per Entech’s Report (Entech Engineering, March 19, 2024), the geologic conditions that will pose constraints on the site include areas of artificial fill, potentially expansive soils, and the potential for elevated radon levels. Note 10 of the final plat (M.V.E., Inc., January 29, 2024) correctly references Entech’s report and geologic constraints, with the exception of radon. We offer the following comments. 1. Sheet C1.2 of the Grading & Erosion Control map references a geotechnical investigation by CTL Thompson, Inc., dated May 8, 2012. This note should be updated to Entech’s report. 2. Entech’s recommendations for erosion control measures (page 9) must be incorporated during the design and construction of the proposed facility. 3. This subdivision is subject to Section 8.4.7 of the El Paso County Land Development Code, which includes a requirement that the applicant provide evidence of a water supply sufficient to serve the subdivision for 300 years. Based on the estimated demand of 0.57 AF/year, the applicant needs to demonstrate ownership of or a right to use 171 AF of water (0.57 x 300). In addition, documentation needs to be corrected as follows: 1. The Water Supply Information Summary must address the total square footage of all buildings, not just the addition. 2. Evidence that well ownership information has been updated with the Division of Water Resources must be provided. 3. Water quality must be analyzed and meet the requirements of the Code.
