Colorado Parks and Wildlife (CPW) has reviewed the plans for the Smoke Stack Sterling Ranch Rezone RS-5000 Preliminary Plan in El Paso County. Colorado Parks and Wildlife (CPW) is familiar with the site, and has commented on the overall Sterling Ranch project area in the past, and CPW would defer to those previous comments. Based both on the location and type of action that has been taken CPW anticipates that the impacts to the wildlife resource from this project would be negligible.

Black Forest Land Use Committee

The Black Forest Land Use Committee feels this zoning change is too drastic and does not provide the transition that is best for this area. This proposal has a much larger number of lots than the original sketch plan in this area called the "chimney." TimberRidge to the west has lot sizes similar in the far northern area, but the Sterling Ranch lots are much smaller than TimberRidge in the south. TimberRidge has lots about 13,000 sq ft bordering this parcel and now Classic is proposing 3-5 du/ac where the original sketch plan had 1 du/ac and .5 du/ac lots here. This is placing much more dense lots directly next to TimberRidge and not providing a transition at all. Also, the open space buffer has been reduced from 43 acres to 40 acres so the new plan is not nearly as compatible as the preliminary plan says.

The open space buffer does provide some transition but this proposal would place urban lots with streetlights very near the 5-acre lots to the east.

This plan should have larger lots (just under RS-20,000) along the western edge and at least 1-acre lots along the eastern edge to be compatible and provide a transition with the nearby developments. We suggest the larger lots on the east and west boundaries would be the transition to urban lots on the inside.

Applicants shall demonstrate full compliance and conformance with El Paso County’s adopted Land Development Code (LDC), Engineering Criteria Manual (ECM), adopted International Fire Code (IFC), and all other adopted codes, provisions, or statutes that impact fire safety to include access/egress, water supply, hardening of structures, addressing, fire protection systems, etc. The applicant shall submit a comprehensive fire protection report from a qualified fire protection engineer that is licensed as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers to demonstrate conformance to all requirements.
