Approval of BOCES Campus Site Development Plan - Phase 1 - Not for Construction does not include engineering approval related to access, transportation / traffic, and drainage. Development Services Engineering review was limited to the Letter of Intent, and there was no additional review of engineering documents for Phase 1.

The updated engineering documents that were submitted as a part of the second review shall not be seen as fully addressing the first round of engineering comments nor as being approved in any way as preliminary engineering documents. These components will be required and reviewed under a separate application.

Based on a preliminary review, the following documents will be required by EPC DPW Stormwater for the BOCES Phase 2 submittal. Please address V1 & V2 comments from this project and ensure all documents are the most current version, as many have been updated since the 2024 submittal:

Peyton Fire Protection District

2 Fire Station & Training Facility - Jurisdictional coordination required. The submitted Development Plan indicates the inclusion of a fire station and firefighting training facility as part of the prosed BOCES campus. However, no detailed information has been provided regarding:
- Ownership and operational control of the proposed fire station.
- Response area and integration with Peyton Fire Protection District services
- Apparatus assignments and operational capabilities
- Dispatch, communications, and mutual aid coordination
As this project is located within the Peyton Fire Protection District jurisdiction, any proposed fire station or emergency response facility must be coordinated directly with the District. Additional information should be provided addressing the above items. Approval of a fire station or training facility is not granted under this Development Plan submittal.

Fire apparatus access roads - IFC compliance required. The Development Plan indicates internal private roads; however, fire apparatus access design criteria have not been demonstrated. All fire apparatus access roads shall comply with 2021 International Fire Code (IFC), Appendix D and Section 503, including but not limited to the following:
- Load Capacity (IFC D102.1): Roads shall be designed to support 75,000 lbs. gross vehicle weight and 25,000 lbs. single axle load.
- Turning Radius (IFC D103.3): Minimum 25 ft inside radius and 50 ft outside radius
- Grad (IFC D103.2): Maximum 10% grade, unless otherwise approved
- Road Width (IFC 503.2.1): Minimum 20 feet unobstructed width, increased to 26 feet where required (Aerial fire apparatus access D105.1 or where fire hydrants are location D103.1)
- Surface (IFC 503.2.3): Roads shall be all-weather driving surface capable of supporting imposed loads
- Fire Lanes Widths (IFC D103.6)
- Access Distance (IFC 503.1.1): All portions of structures shall be within 150 feet of a fire apparatus access road
- Residential Access Remoteness (IFC D107.2): One- and Two-family residential developments (campus housing) shall comply with access and remoteness requirements, including secondary access where applicable.

Fire Flow & Water Supply - Additional Information Required. The Development Plan references a proposed on-site community water system, but no fire protection design criteria have been provided. Provide a detailed fire protection water supply analysis, including:
- Available fire flow (hydrant flow test or engineered supply)
- Required fire flow per IFC Appendix B (based on building size/type)
- Hydrant spacing and distribution per IFC Appendix C
- Identification of water system capabilities, storage volumes, and pumping system (if applicable)
If a municipal-style water system cannot meet required fire flow, provide alternative compliance per NFPA 1142 (Water Supplies of Suburban and Rural Fire Fighting). Include cistern design, drafting locations, and access details.

Approval of this Development Plan does not constitute approval of fire protection infrastructure or emergency response facilities. All fire protection systems, access, and facilities shall be reviewed and approved by the Peyton Fire Protection District prior to construction.

Approval is limited to the conceptual use of the property as proposed. 1 We note and appreciate the Avigation Easement contained in the Site Development Plan. However, it appears to be written in such legalese that neither we, nor or attorney, understand what it actually says. We suggest a more simple statement that refers to "an avigation easement dated ____ as recorded with the El Paso County Clerk and Recorder at recording number ___."
