We understand the applicant proposes 10 commercial lots, a detention pond, and road ROW on approximately 42.3 acres near Judge Orr Road and Highway 24. The documents provided for our review included: Letter of Intent (William Guman & Associates, Ltd., March 2026), Preliminary Plan (William Guman & Associates, Ltd., June 5, 2026), Preliminary Grading Plan (J.R. Engineering, May 28, 2025), Soils and Geology Study and Wastewater Study (Entech Engineering, Inc., July 10, 2025), and other documents. Entech’s report contains a very good description of the site’s geology, surface and subsurface conditions and engineering properties, geologic hazards and development constraints. Entech’s recommendations regarding mitigation of hazards and constraints related to artificial fill, expansive soils, and potentially seasonal shallow groundwater areas are prudent and should be strictly adhered to. Provided Entech’s recommendations are strictly adhered to, CGS has no objection to approval of the preliminary plan. We offer the following comments and recommendations. As indicated on page 5 of Entech’s report, “Groundwater was encountered in the test borings at depths of 15 to 19 feet, and signs of redoximorphic features observed in the test pits at depths of 2.5 to 7 feet.” However, additional groundwater level checks were not performed; therefore, it is unknown whether seasonally shallower groundwater conditions exist. Groundwater levels will fluctuate, and perched water is likely to collect above clayey, less permeable soil layers, on top of the bedrock surface, and within foundation excavations (which tend to be more loosely backfilled than the surrounding natural ground). CGS agrees with Entech (page 12) that “Additional investigation is recommended as plans (grading and development) are generated prior to construction on individual building sites.” Additional investigation and geotechnical recommendations should be provided for the proposed detention pond. As discussed in the Water Resource Report (WRR), upload the deeds indicating transfer of water rights for this portion of the 79.3 acre property. After reviewing water rights, the Water Supply Information Summary and WRR should indicate which lot will draw from which specific aquifer. Please also describe the basis for your analysis of anticipated demand in Section III of the Water Resource Report. For example, without knowing the specific future businesses in the subdivision, on what basis do you conclude that a 10,000 sf office building will typically be occupied by 10 employees for only 5 days a week at 8 hours a day? On what basis do you state that 10 gallons per employee per workday is the typical per-capita demand?
